The Economic and Financial Crimes Commission yesterday arrested 11 top officials of Panalpina Group in connection with alleged $240million bribe scandal over importation and clearance of oil drilling equipment for Royal Dutch Shell.

The commission has also launched manhunt for some unnamed officials of Shell in Nigeria .

The top officials of Panalpina arrested yesterday are the MD of Panalpina in Nigeria, Trevor Burrell; Air Freight Coordinator, Mark Daud; Head of Finance, Buehler Alphonso; Willem Heck; Joseph Ikpong; Edward Iweannya; Augustine Ilevbaodione; Uche Ojogho; Udo Emmanuel; Moses Oyekunle; and Victor Adenedimoh.

Investigation by THE NATION revealed that although Panalpina withdrew from customs clearance and freight-forwarding services from Nigeria in 2008, the EFCC is investigating the alleged bribery case it was involved in between 2001 and 2006.

A top source in the commission, who spoke in confidence, said: "We have started investigation into how Panalpina offered bribe to some top government officials to gain customs clearance for a raft of oil field services.

"This is transnational bribery scam in which some government officials in the country have been implicated.

"The firm, which brought in some oil rig machines for Shell, has already admitted before the US Securities and Exchange Commission that it paid bribe to government officials in Nigeria , Saudi, Brazil , Libya , Angola and DRC.

"In fact Panalpina and Shell are expected to pay some fines in the US by the end of this month. But on the basis of the information available to us, we decided to the aspect involving some top government officials in the country.

"So far, we have arrested 11 top officials of Panalpina Group. They are presently undergoing interrogation.

"We are going to interact with some officials of Shell to determine the nature of the oil-rig haulage contracts given to Panalpina and their role in the bribery scandal.

"Our operatives are already out to invite the affected Shell officials for interaction.
