That's how it should be . Position of SGF is higher than minister and infact they should report through SGF . Did you elect ministers? It's very wrong for a minister to sack or discipline a CEO or head of agency without approval of the president. The head of agency was appointed same like the ministers. There are proper way to discipline in any set up. What Kyari and others were doing was very lawless.
