Buhari may well have approved those things and not remember that he did. Does he look like somebody who will remember 20 appointees never mind 150?

So Abba kiyari was calling the shots without the approval of the president, simply turning himself into a god. Buhari gave kiyari too much power when he instructed all political appointees and elected govt officials to reach him through kiyari.
Pmb, Nigerians are yearning for restructuring, state police, stable electricity and other basic amenities from your government. Do these and cement your name in the hearts of the people.

Gambari can't speak hausa. He can't have the same influence as Abba Kyari. I think he just tested the waters by releasing this story as the unnamed 'source' to see how Buhari and other presidential officials will react. He wouldn't do so if he was really close to the President like Kyari. He would just get things done quietly.

I was an advocate of state police but after seeing what these state governors are doing within this period of the lockdowns, those guys will become something else if they are placed in charge of any force. To hall with state police, we can work out something else, I don't support giving these useless and power drunk governors additional Powers
