SUMMARY

Beijing may have better surveillance access to Africa than anywhere else in the world. Chinese companies have constructed or renovated (or both) at least 186 sensitive African government buildings; Chinese telecommunications firms have built at least 14 intra-governmental, “secure” telecommunications networks; and the Chinese government has gifted computers to at least 35 African governments. As the world leader in economic espionage and foreign influence operations, Beijing almost certainly uses its engagements in Africa to surveil American and African officials and business leaders. The Chinese government could use the information it harvests to advantage its companies competing against American and other firms, glean insights into U.S. security assistance and counterterrorism programs, and recruit or influence senior African government officials. The U.S. should, among other efforts, work to understand the nature of Chinese surveillance and how it contributes to Beijing’s influence operations, educate U.S. companies on the risks, and train its officials on techniques to complicate Beijing’s information gathering in Africa.

Lol Nigeria should start building it's own stuff. If Africans countries were smart they wouldn't compromise their security in this manner. The AU union was bugged and they're still ready to jump in bed with Huawei.

If it produces technology the Chinese government or one of its companies covet, that technology would be at great risk of being poached. Chinese companies have already done this in West Africa, enabling them to dominate the region’s wax-print fabric industry and force out indigenous competitors.
Chinese eavesdropping could gain valuable information on African governments’ negotiating strategies, competitors’ bids, and other relevant information: There are reports of Chinese hackers stealing just that sort of information in other parts of the world.

The chinese are known for their intellectual property theft so it's foolish to give them a back door to spy through. Africa's tech sector will grow and they will continue their nefarious policies.

There is no superpower or serious country that will not do the same whether US, Russia, or UK. Valuable intelligence confers immense advantage even in corporate world.

In fact America's CIA is worst when it comes to eavesdropping to high profile conversations as well as compromising other countries' encrypted communications or classified information. They did it to Angela Merkel of Germany in the recent past by compromising her phone. Another classic example is this story by Washington Post:

My only concern is whether our own National Intelligence Agency (NIA) has the capabilities to gather economic, political and security intelligence that will give Nigeria edge at least starting from our ECOWAS brethren. That's why I was taken aback by the surprise and shock that followed the sudden hijacking of ECOWAS' proposed ECO currency by France in union with Francophone countries. The impression was that no advance intelligence was picked by NIA about the efforts of Francophone countries to break ranks.

My people Nigeria is a sinking ship. Talk about unsustainable borrowing without corresponding payback plans.

Just like they say "there is no free lunch even in Freetown " the Chinese government through their 'belt and road' initiative are strategically stamping their colonial foot on African soil.

Zambia can bear witness to this as they are about to forfeit their National Airport for default in the loan repayment deal they signed.

Sincerely it is not a crime to borrow but the focal point should be the motive for taking loans. Our myopic leaders are only interested in sharing the bounty than planting seeds of growth and development.

Borrow for production and you are safe
Borrow for consumption and you are doomed.

The above sums it up.

I am only a concerned Nigerian.

Africans always selling their birthright since God knows when.

Our ancestors did it with mirrors and dry gin. Now we are doing it buy leasing out our manufacturing capabilities to communist China.

We are yet to become independent in our thinking and that has translated to every aspect of our existence.
