Jonathan Unveils Gas Agenda for Power and Industrialization

Five months after the Federal Government launched the power sector roadmap, President Goodluck Jonathan will on Thursday unveil his gas revolution agenda to ensure greater availability of gas for power generation and also reposition the country as the undisputed regional hub for gas-based industries.

Briefing journalists Sunday in Abuja, Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, said the president had a strong vision and passion to re-industrialise Nigeria, using the country’s vast natural gas resources.

She said the combination of industrial investment agenda to be launched by Jonathan on Thursday would also include a world scale petrochemical plant, two fertiliser plants, five fertiliser blending plants, a methanol plant and a Liquefied Petroleum Gas (LPG) distribution plant.

The minister was optimistic that the industrialisation agenda would not only form the catalysts for a major re-industrialisation of Nigeria, but would also, in one swoop, result in the most significant inflow of Foreign Direct Investment (FDI) of over $10 billion between 2012 and 2014 when all the plants would be operational.

She said the petrochemical value chain was known as a major creator of employment, stressing that on the Federal Government’s planned investment in the 1.3 million tonne per annum capacity petrochemical plant, over 200,000 direct and indirect jobs would be created.

“The delivery of the fertiliser plants agenda is strategically coordinated to enable strong linkage with the agricultural sector, creating an agricultural revolution enabling millions of Nigerians access to affordable food. More importantly however is the explosion in employment creation that will arise from the boost in agricultural productivity and related agro and food processing industries that will emerge,” she said.

The minister also said Jonathan believed that Nigeria’s 187 trillion cubic feet (tcf) of gas resource qualifies her to be a world class player in the global gas business.

“The agenda will necessitate an unprecedented growth in our gas supply, from the current one billion cubic feet per day to over 10 billion cubic feet per day by 2020. Realising this growth calls for a radical review of how the nationwide gas potential is harnessed,” she said.

She noted that in order to grow the gas sector at the required pace, the government had embarked on the strategic development of various inland basins, in addition to the Niger Delta and offshore basins.

According to her, between April 2010, when Jonathan launched an aggressive refocus on the various basins and now, about 531 square kilometres of seismic data had been acquired in the Chad basin, while $1 billion would be used on further data acquisition, aeromagnetic surveys, exploration and appraisal drilling in Chad, Gongola/Yola, Sokoto and Anambra Basins, as well as Benue Trough in the next five years.

“By enhancing the propensity of these basins, we hope to build a significant supply bases across the various geographical zones that complement the existing gas supply centres in the Niger Delta. Based on this, our current pipeline infrastructure, which is anchored around the Calabar-Ajaokuta-Kano line, will be further complemented by a network of additional spur lines originating from these new supply centres in the inland basin enhancing the growth of local supply and consumption. This will greatly accelerate industrialisation across the country,” she added.

The minister disclosed that the gas pipeline was estimated to cost $2 billion, adding that focus on its rapid delivery was ongoing.

She also said for the first time in several years, the country was in a position of net surplus in gas availability relative to the requirements of the power sector in the short term.

The minister said the country had about 150 million cubic feet per day surplus supply potential, adding that this could add 500 megawatts of electricity to the current generating capacity on the national grid.

“Based on our ongoing supply development effort, we expect to have over 2.5 billion cubic feet per day of gas supply destined specifically to the power sector, supporting significant additional capacity by 2014. By 2020, we would be looking at a supply capacity of about 10 billion cubic feet per day for the power sector, in line with Mr. President’s target for 20:2020 of 40,000 megawatts,” she added.

Can Buhari come up with anything approaching this sort of strategic program for the nation's future?

When you have educated people leading you, it shows. What these guys are doing is laying the very foundations for the industrialization of the country in a way that's never been attempted since independence. Thank you Mr President. And may the Almighty see your program to its rightful conclusion.

FG plans 700,000 jobs, Jonathan launches industrial investment agenda

•Pencils N2tr for oil, gas FDI

By Adeola Yusuf and Obas Esiedesa, Abuja

The Federal Government at the weekend declared that it would create over 700,000 jobs through the industrial investment agenda just as it pencilled down N2 trillion ($13 billion) for execution and Foreign Direct Investments (FID) target for the agenda.

Minister of Petroleum Resources, Diezani Alison-Madueke who disclosed this at a media briefing in Abuja stated that President Goodluck Jonathan will on Thursday launch the agenda, a part of the gas revolution agenda, “which comprises the launching of a world scale petrol chemical plant, two world scale fertilizer plants, five fertiliser blending plants, a methanol plant, and an LPG distribution plant.”

She said “over the next five years, we will be prioritizing about $1billion on further seismic data gathering, aeromagnetic surveys, exploration and appraisal drilling”.

She added that in the Chad Basin about 531sq. km of seismic data had been acquired and another 1500sq. km is planned to be acquired by the end of the year and explained that by enhancing these basins “we hope to build a significant supply bases across the various geopolitical zones that complement the existing gas supply centres in the Niger Delta.

“Based on the above, our current pipeline infrastructure which is anchored around the Calabar-Ajaokuta-Kano line will be further complimented by a network of additional spur lines originating from these new centres in the inland basin enhancing the growth of local supply and consumption.

“This critical gas pipeline is estimated to cost about $2billion. The combination of the planned investment will in one swoop result in the most significant inflow of foreign Direct Investment of over $10 billion between 2012-2014”, she stated.

While explaining that “globally the petrochemical value chain is known as a major creator of employment”, Alison-Madueke noted that based on “our planned investment in the 1.3 million tonne per annum capacity petrochemical plant, it is estimated that over 200,000 direct and indirect jobs will be created”.

The Minister also pointed out that the delivery of the fertiliser plants linked strategically with the agricultural sector would enable millions of Nigerians access affordable food and lead to explosion in employment creation.
“The creation of over 500,000 jobs is estimated from this agricultural related agenda as well as an attendant increase in the nation’s GDP,” she added.

She expressed the hope that in the nearest future Nigeria would become the regional hub of the gas industry and added that Nigeria has about 150mmcf/d surplus supply potential.

Headless chicken runnings. Buhari-type arrest everyone, freeze all projects, probe this and that person, War Against Indiscipline brouhaha.

Do Nigerians really deserve educated, thinking technocrats like Jonathan, Sanusi, Madueke, and Aganga at the helm, or are Buhari's thuggish, rampaging, slash-and-burn endowments really all they merit?

You're wrong. People like you simply do not follow the news. You sit in one corner assuming that ''nothing dey happen''.

Here are just 2 Examples:

President Jonathan Commissions Lagos Railway

13 March 2011

President Goodluck Jonathan on Saturday in Lagos commissioned the newly acquired locomotive engines of the Nigerian Railway Corporation (NRC), breathing life into the hitherto comatose rail sector.

"Today is a unique and important day, because we know the importance of rail transport to the economy of any nation.''

"I am highly honoured and pleased to commission the newly acquired locomotive engines," Jonathan said.

The President also used the occasion to embark on a 98km train ride from the NRC headquarters at Ebute Metta, Lagos, to Abeokuta in Ogun.

Jonathan was earlier received at the NRC headquarters by vice-president, Namadi Sambo; Speaker, House of Representatives, Mr Dimeji Bankole; minister of transport, Mr Yusuf Suleiman and former deputy national chairman of the Peoples Democratic Party (PDP), Chief Olabode George.

Also, officials of the civil engineering department of the Corporation and the major contractor, China Civil Engineering Construction Corporation (CCECC), were on hand to welcome Jonathan.

The federal government had in 2009 approved the sum of N27 bn for the rehabilitation and purchase of railway facilities, including 25 locomotive engines to boost rail services in Nigeria.

The locomotive engines were procured from General Electric of USA and received by the Nigerian Railway Corporation (NRC) between February and September 2010.

In another development, the federal government has declared a one-week free train service on the Lagos-Jebba route, as part of efforts to rekindle public confidence in rail transport.

The minister of transport, Yusuf Suleiman, who stated this in Lagos over the weekend, during the flag-off of President Goodluck Jonathan's 'Presidential Train Ride' to Abeokuta, Ogun State, disclosed that the rehabilitation of the Lagos-Jebba track which was awarded to the Chinese company at N12.3 bn has been completed.

"The first phase of the rehabilitation work from Lagos to Jebba has been fully completed. I have told the managing director of the Nigerian Railway Corporation (NRC) to commence, at least, a one-week trial services and let them carry passengers free for the period. So, Nigerians can take the train wherever they are going, from Lagos down to Ibadan, Ilorin," said Suleiman.

The minister who accompanied the president on the 98-kilometer train journey to Abeokuta added: "This is part of the federal government's effort to rehabilitate the railway infrastructure and now we can confirm that we have finished the Lagos-Jebba part of the programme."

Before boarding the train to Ogun, President Jonathan said he is impressed by the rail resuscitation programme and that his administration is committed to improving the transport system in the country.

Great post. Excellent sounding initiatives has never been the problem of Nigeria. It is the absence of political will that ensures we never see national progress . On account of all Jonathan has done we are left with no choice but to conclude he lacks political will . He can therefore "talk the talk" but intelligent Nigerians , with no memory deficit , will know he can never "walk the walk" because he is acting exactly like past leaders who say what folks want to hear yet never deliver. IMO , it is only non-Nigerians , ignorant of our history , who will get excited by anything Jonathan says when the man's actions and association should tell us loudly he is "dead on arrival" .

Excerpts:

West Africa Chief Executive Ngozi Edozien said Actis, which has its head office in London and specialises in investing in emerging markets, raised around $3 billion last year and planned to deploy about a third of that amount in Africa.

Nigeria, the continent's second-largest economy of more than 140 million people, was particularly attractive because its regulatory framework was developing and a growing percentage of its people were moving into the middle-income bracket, she said.

"We've seen over the last five years you pretty much have something like 10 million people that have moved from a low income, and are getting into that middle income bracket," Edozien told Reuters in her office in Lagos.

"Demand across all areas is strong. There is growing income and wealth, and we are beginning to have the infrastructural support as well as government and regulatory support that creates a foundation for growth in many of these businesses."

There is NO WAY continuing with ESTABLISHED Failure ( Failure for the last 12 years STRAIGHT-NO PAUSE) is any better than the alternatives we have, even today. We all sat back and watched the Nation come to a complete halt under the Yar adua/Jonathan ticket. He has been given time to redeem himself and instead of hitting the ground running, since unlike everyone else out there he again has experience that ought to work as an advantage for him, he has shown he does not have anything to offer. By next month we will celebrate one year(for those who need him to get one year before we rank him) and no signs that anything substantial has been accomplished to date. What we keep getting, even a year into his administration are promises and not much else.

Nigerians in diaspora inject $10 billion per year, but Nigeria's annual GDP is $347 billion. What's that? 0.3% contribution to the economy? Put simply, you're not that important.

Power supply has improved in the country since GEJ got to power, as more mw are added almost weekly to the national grid through various power stations built in the last few years now coming on stream. Because the industries are a priority, much of this improved power is allocated to them. As we grow in mw, more will spill over into residences. There was a poll conducted recently on NL in which a healthy percentage of folks said their power supply had improved. So this is real.

You can't remember? I CAN.

But today, even students are pulling top of the range motors. Is it not because PDP opened up the economy, and  implemented policies to resuscitate the long forsaken middle class?

Don't sit now behind your fancy wheels, laptop, blackberry, and i-pad asking ''what have they done for us?'' as if you could afford the equivalent of such luxuries under Abacha and his friends!

it goes beyond planning, Nigerians are known to make the best of plans, infact PDP can make the best of plans you can think of but its not in them to implement it which is what is critical.
Our fundamental problem is PDP and it must be crushed this time around
.

You can stick your head in the sand all you like. I've just shown you 6 or 7 ''plans'' that came to fruition above. Which you ignore of course. You're free to vote Buhari. Hopefully other Nigerians will choose more wisely!

@ Rossike

Abegii talk to me in megawatts. where were we at the commencement of this goverment and were are we now? You claim industries are the priority, ok if this is so (becos i doubt itwith all certainty), how many of the dead industries as a result of lack of power has been resuscitated and how many of the industries which are still existing depends on PHCN? What poll are you talking about? please refer me to such because i am not privy to such. whatsoever that comes from such polls doesnt change the fact power supply hasnt improved to the best of knowledge. i am not a diasporan neither do i go and come. i am on ground here ok, at least for now.

i agree it will be wrong of me to deduce that PDP has been idling around all these years but however when i am to compare their so-called achievements in all the sectors we have presently as against the resources (human and monetary) over these years, its pure failure on their part. Our potentials have been wasted all these years. it wont be out of place if i deduce that most of those resources during this time frame hasnt been for the benefit of the general populace.
you dey talk of ipad, BB as if all those were in existence then?

And you can continue to swim in your river of deceit that is your cup of tea. were those 6 or seven plans of yours initiated and implemented by GEj. even if its so it doesnt change the fact that its just a tip of what we would have achieved all these while if not for the so called peeps we call leaders. To whom much is given, much is expected. Pdp has have in their disposal all these years the kind of resources Nigeria has never had and what do we have to show so far for it ode buruku.

You got that right no doubt. My vote will definately not go for them and its left for other Nigerians to chose whoever they want but dont come here trying to prove to me that PDP (GEJ inclusive) has done us good. You are entitled to your opinion and so let me be.

Actually I did more research on that than you could possibly muster yourself.

''LONDON: Japan was warned more than two years ago by the international nuclear watchdog that its nuclear power plants were not capable of withstanding powerful earthquakes, leaked diplomatic cables reveal.

An official from the International Atomic Energy Agency (IAEA) said in December 2008 that safety rules were out of date and strong earthquakes would pose a "serious problem" for nuclear power stations.''

I guess the IAEA also ''did no research''.

(Sometimes I wonder why I bother)

Again Gumba, the structures were mostly in place from 40 years ago. A warning from the IAEA that the structures were in danger does not imply the IAEA said it a BAD IDEA to build the reactors by the sea in the first place. Stop TWISTING WHAT IS SAID so you can support your silly statements. ROFLMAO!!!
