Gowon implemented the agreed restructuring by creating states as agitated for by the ethnicities of the Niger Delta and Middle Belt.

This was an assembly of all the heads of the 20 provinces that made up the Eastern Region, as well as all the Chiefs. They had a two day conference in Enugu in late May, 1967. After the meeting, they gave Ojukwu the mandate to declare the Eastern Region a separate country
