How can we maximize its usage and ensure returns on investment.

I don't know how these governors think but aside political gathering, I don't know how to effectively use this. Why not build a mega hospital with this and have private investors manage it and then they pay salaries and taxes plus pay the government.

Governor Willie Obiano has an abundance of legacies to bequeath to Anambra state. I can't say the same for his predecessors. If they had tried to do even half of what Obiano has done, Anambra would be the Jerusalem of Africa by now.
