Secondly, a President is not a king and therefore cannot unilaterally change a constitution amongst other things. The military writing new constitutions in '79 and '99 is an aberration which the PEOPLE should correct by reverting to the 1963 constitution which was written by the PEOPLE and amendment can thus commence from there.
Lastly the PEOPLE can write a new constitution if they do wish.
