1) Manipulate the bill to favour the North

2) Use party and regional majority to pass it

3) Get the ethno-religious Buhari to assent

4) Ask aggrieved Southern region to initiate amendments if dissatisfied

5) Use Northern majority to suppress any such amendment

If the PIA can reduce the number of quota system people in the petroleum sector and replace with competent people, then it will be a big win for Nigeria
