Lagos, the largest megacity in Sub-Saharan Africa, plans to install 10,000 solar-powered closed circuit cameras all over the metropolis, under the Lagos Safe City Project.

Speaking at a demonstration event, the Lagos State Governor revealed that “18 million people can not be protected and policed by 33,000 people.”

“This is impossible, he said, “and no matter how high we try to increase the number of officers, it is evident we can not continue to do the same things and expect different results.” Watch video clip of the event » [1]

The governor continued: "In an information technology driven world we have to be counted as one of those states and communities who will adopt best practices, cameras, sensors, tracking devices are the nerve center of these facilities that would assist men and officers of the police force, fire service among others to do their duty much more effectively."

Lagos, the financial hub of Nigeria has one of the highest crime rates in the world, lacks a reliable emergency response services and efficient crime control system.

The Lagos Safe City Project -- funded by the private-public sector generated Lagos Security Trust Fund -- hopes to address some these problems, via a Central Security Command Unit, where the cameras will be managed remotely (wireless connection), and used to coordinate security, emergency responses, and traffic needs of the state.

"This is only one step in the whole platform", according to the governor. He stated "Lagosians must recall that the platform started with the signing and naming of streets, providing directional signs for responders to get to crisis center on time with the deployment of the emergency number, "767" which is toll free. With this initiative, we are determined to make a difference."

The Governor disclosed that the Central Security Command Unit would be equipped with men from the various security outfits, including the Nigeria Police, the military, Lagos State Traffic Management Authority, the ambulance and fire services, adding that each of these men will not only be able to receive distress calls but will also be able to dispatch commands to their men in the field for necessary follow-ups.





LAGOS – The Lagos State Police Command yesterday, got  a boost in its fight against violent crimes, with the provision of Digital Security Surveillance system that could monitor and detect criminal activities at 50 locations.

This is just as plans to bring to an end activities of Boko Haram sect have been concluded following an on-going meeting between all security operatives in the nation, to brainstorm on measures to achieve the goal .

Minister of Police Affairs, Mr Humphrey Enemakwu Abah, during the launch of the Digital Security surveillance at the Lagos State Police  Command headquarters, Ikeja, explained that the project worth over N600 million, was part of the Federal Government’s ‘Safe City’ initiative in four metropolitan cities of which Lagos is part of.

Through the implementation of the project, the minister informed that the Nigeria Police was being provided with a technology-driven capacity to maintain real -time surveillance of public facilities and infrastructure in order to fight crime and criminality.

“The Digital Security System is a state of the art technology for ensuring real time surveillance   especially in those areas that could be perilous to security personnel .”

Under this project, a total of 121 dome-shaped digital survellance security cameras have been installed in Abuja  , Lagos , Port Harcourt  and Yanagoa.

Second-hand camera safe? The inside of the parts will be watching you change from which buy?
Professional 2 hand camera, change of parts and components of the seller possibility is very large. For example, the camera filters ,canon camera battery
But if you buy private hands, this possibility went a little small.
Private hands to buy, the best look primitive buyers invoice.

I need to see how the cameras look.

Camera lenses can easily be covered up before the crime is committed. If the cameras are tiny and physically/technologically camouflaged to the point of people not being aware of them, they'll be more effective.

A cop could be standing next to the camera mount and the crime will still be committed.

Or yet the criminal dress in masquerade outfit to hide his identity for the crime.

This is exactly why we need our forensic sector to be founded for us to deal with any "ifs" in this society. Proper forensic tools, proper forensic methods, proper forensic identification process, and Law evolution will help Nigeria.

I guess camera is a higher step on the stepping stone.

Most of those criminals are resourcefully capable of getting away with those huge crimes.

We're talking about regular civil crimes. . . . finger prints and DNA verification can pinpoint investigators to a possible suspect. It doesn't always work, but it has worked in several legal cases.

A regular oshodi thief does not have the resource and connection a FBI-Most wanted criminal has. We can begin our forensic system at a lower level, then eventually build it up to a mean fighting machine. I mean, like with everything else, a brilliant criminal mind is going to find a way to tout the system no matter how good it is.

Forensic has led to many technological development. There was a crime case where a suspect cut a disc evidence that could have convicted him right in an interrogation room. A new invention in the scotch tape came out of it. In other to evolve, we need forensic. With forensic, we can always find things we never knew we need.

We need Forensic in Nigeria, really badly. With forensic comes an upgrade in technologies, with forensics our law will eventually evolve. Seems like we're still using the 1900 law system.

Forensic technology will be good for processing and collecting materials from crime scene but it then acquires value. Any object of value can be exhanged in Nigeria, including incriminating evidence.

Earlier, I mentioned the negative value of forensics. Like everything else, there's always  negative value. Cameras installed has their negative values, time lines could be erased upon bribe.

However, Forensic has a 99, if not 99.9% chance of finding the truth. Science does not lie, People do. More forensic findings can also prove what incriminating evidence has been tampered with.

Do you know why Africa countries has so little to no scientific research institutes or scientific findings, because we are too lazy to bother with fields like Forensic.  Must we wait for the Western world to carry out new technological advances? How did you think they started?

Abeg, even in America, witnesses are still being paid and bought. But atleast less than 100% of them walk free. Innocent men should not have to be jailed, guilty men should not be certain of their freedom.

Earlier, I also mentioned that with Forensic comes the need to advance our law system.

Set rules can be placed on how evidence is collected and how to handle such evidence in a way that it is  not contaminated.

Sooner or later, Nigerian will have to learn discipline, but we have to start somewhere. We cannot keep giving the same flimsy excuse for our laziness.

Forensic is not just for crime. Forensic has been one of the fundamental walls for America's judicial system since it began. Laws have been created or amended based on what forensic evidence was available and how it was used to convict. Forensic has also lead way to medical and engineering development. We really really need it!!

Just because America applies forensi scence to fight crime does not mean we need that method to fight crime in Nigeria.

In the light of knowledge, we ought to be steering back to our own indigenous philosophies, not dig deeper and deeper into foreign ideologies for treating social problems.

It is a stupid thing and a waste of time and resource to perform autopsy on a victim gunned down by bullets. We know what killed him, bullets! Don't need a stupid coroner or medical examiner to determine cause of death. But America does stupid things like that.

Most often in Nigeria if someone was murdered their killer's identity is known. If its not immediately knon then more than likely it will never be known because we don't have a national identity framework.

Forensics is done more for fluid evidence than it is for traction evidence left behind. So blood, saliva, urine, semen, etc, I mean it is good to introduce the technology but it will have collateral but undesirable social impacts that are far worse than on the American scale.

Which identities are known? Can you tell us who killed Abiola? Can you tell us who attempted to kidnap Ondo's monarch?

Forensic is not only about fluids. OMG!!! No wonder you're against this. Until we get more education on forensic, then we'll continue to be in the dark. Foot prints left behind, tire tracks, soil on victim can be traced to a specific location then to a specific suspect, etc. Forensic is everything from chemistry to biology.

The forensic anthropology field is very broad and interesting. And no, that's not what I'm studying. But I'm very interested in the subject.

No society is too disorder to become ordered. It's because of lazy mentality that we have not yet tried to order Nigeria.

It happens in a slow pace, not in a punctuated process. Forensic is a step. . . . I already mentioned how Forensic can lead to development that can help stabilize Nigeria's society.

If forensic is a process of sustaining law and order, then why do you complain about the order-less conduct of NIgeria? Compare to other institutions, Nigeria is a university amongst other African schools. We just need to graduate the little order we have so that we too can sustain our law and order.

I am not against your vision for everythign you say this advancement can accomplish.

My only concern is that its not a standalone success. A lot more comes with it that, with time, will invert the gains of its effectiveness and the dump its cost/benefit returns in the sewer.

On indigeneous, we seem, often, to conclude erroneously that indigenous is babalawo and nothing more.

The indigenous society had its own law enforcement system. It will be unthnkble to use those same standards to address todays situations but they had a framework we can use as template for a new blueprint of ideas, unique to our philosophy and lopcal to our control. At some point in our evoution we need to originate concepts and ideas, instead of copying, mimicking nd recycling.

Even FBI will admit if you press them enough to disclose, that in certain unsolvable crimes they recruited the resource of seance practitioners.

To do autopsy for cause oif death cannot be equated to cutting the cadaver open to retrieve bullets. The act itself is a commercial interest - a money maker for the municipal. That's one of the drawbacks!

My guy, read the article again to note this is part of a holistic plan that involves improved security but is not limited to that alone.
