I may have finally found out where the problem lies. The names published doesn't just contain names of people killed at the Toll gate but also names of people that suffered from police brutality.
Remember it's not only Lagos state that set up panel, so many other states did and victims of people brutality were encouraged to come forth before the panel and prove their case for compensation.
So this is where the problem lies when the Pro Government come across a name that wasn't at the toll gate and they hang on to it like it's their only evidence

If you claimed the soldiers took the bodies away, how come we don't have a single video or picture of soldiers taking bodies away? We saw soldiers shooting into the air but when the bodies were dropping dead and being carried away, nobody was there to take pictures or videos.

I agree that not everyone has a phone and internet in Lagos, but it's difficult to understand how those who went to Lekki Tollgate got the info to go there and protest. Social media was used to mobilize people to that protest. So, those without phones and internet would probably not know something like that was happening in Lekki
