It is because of the regional orientation of the two major personalities involved. The case of Chidinma and Super TV CEO is one example. Another case is the case of Onyema Allen and the American Investigation / Judicial system and that of Abba Kyari and the same American Investigation / Judicial system., another case is the Peter Obi Mall that burnt at Gwagwalada. If that mall belongs to Tinubu or Fashola or Osinbajo or El-rural , the reactions would have been different.
