While it is true that some of the core functionality of the ISS is in the Russian segment, that functionality isn’t irreplaceable.

NASA have stated clearly they could replace Russia if the decided to leave, and They have a lot if time notice, Lockheed Martin and Space-X have already booked interest for this too

Meanwhile the Russian spaceflight program mostly consists of what they inherited from the Soviet Union. Without ISS and without international cooperation, the Russian spaceflight program will cease to exist.
