The allegations is real brother. The plan is 15 agents in a polling unit must get 15 willing vote sellers. When you multiply 15*15 in a polling unit, you know what that translate to in figure? They will only pay the vote sellers during accreditation, because it will be seen electronically in their veiwing centres.
