Nigeria owes New York $1m parking fees
By Agency reporter
Tuesday, 27 Sep 2011

Nigeria is owing New York City about $1m in parking tickets, the city’s Department of Finance has said.

The amount is the second highest.

Reuters reports that the city is being owed nearly $17m in parking tickets issued to diplomats, a hefty amount that may have grown last week as world leaders gathered for the United Nations General Assembly.

The city said unpaid tickets totalled $16.7m at the end of July. Egypt topped the list with $1.9m in tickets, followed by Nigeria with about $1m and Indonesia with about $725,000.

US congressmen, Michael Grimm, Peter King and Edolphus Towns, have introduced legislation that will impose sanctions on countries with diplomats, who fail to pay parking fines in New York City, the report said.

“We can only imagine how much is being racked up this week,” Grimm’s spokeswoman, Carol Danko, said of the diplomats and world leaders, who met at the United Nations in New York.

Under current law, 110 per cent of total unpaid parking fines owed to New York City and Washington will be withheld from the foreign aid and obligations to the offending countries.

But the affected cities did not recover any of the money, Danko said.

The proposed legislation wants the US State Department to deny the renewal of diplomatic licences to any country with outstanding parking fines. New York City is home to 289 foreign missions and consulates.

The diplomats’ tickets were issued for safety violations, including blocking fire hydrants.

“There’s no such thing as ‘diplomatic immunity’ from paying parking tickets,” Grimm said, when the legislation was introduced in May.

“If you get a ticket in NYC, you have to pay it. No exceptions. New York City’s budget is tight enough as it is, and foreign diplomats do not deserve a free pass at the expense of New York City taxpayers,” he added.

THE PUNCH’s attempts to obtain a comment from the Nigerian Embassy in Washington DC failed as several calls to different departments were not answered on Monday.

Are they running up $1 million+ in parking fees in Abuja or Lagos?

Cannot "t.it for tat" if the other guy is in the clear and you are in the wrong.

Of course not, because we provide ample parking spots to them even when it wasnt feasible to do so.

Go to Carrington street and see how well they are catered for.

This is a matter of common courtesy. You dont expect diplomats to be looking for parking spots, going round in circles, when they have important international matters to attend to? or do you?

If they cant cater to our diplomats parking needs in their country, we should take away whatever free parking privilege they enjoy in our country. An eye for an eye.
Re: Nigeria To Pay New York $1m Parking Fees by ektbear: 3:08am On Sep 28, 2011
I understand that diplomats are busy. But there is always paid street parking and numerous parking garages around in NYC and DC.

In particular, no matter how much of a rush you are in, there is absolutely no excuse for this:

Just because lawless, dangerous behavior flies in Nigeria does not meet others are obliged to let it fly in their own country.

Nigerian lawlessness outshines all our public conduct no matter where we go. Unlawful politicians disguised as diplomats being held accountable in a law abiding society.

US ambassador snubs £3.5m congestion fines - Home News, UK - The Independent

http://www.independent.co.uk/news/uk/home-news/us-ambassador-snubs-16335m-congestion-fines-1773102.html

For some time the US embassy has been refusing to pay the congestion charge in London. As a motorist I am expected to pay this charge if I enter the zone in London. As a driver on an American toll road I would expect to have to pay the tolls on designated roads.

What is the difference in paying a toll on a freeway into Washington (or some other appropriate US city) and paying the congestion charge on entering the zone in London? No difference at all in my opinion.

My view is the the US embassy is effectively acting illegally and diplomatic immunity and diplomatic protocols do not exempt them from paying this charge!

This non compliance sets a terrible example worldwide and does create a lot resentment and irritation. A diplomatic own goal as far as I am concerned!

Arrant nonsense! Let them take Nigeria to ICC or Guatanamo High Court! Parking fees my foot!

As usual, the US is broke and so is New York!

This is bullsh!t!!

We cater properly to their diplomats, mobile police escorts, etc. They pollute the environment with noise, run traffice lights, break traffic rules and yet they have the balls to impose a fine on us??

GEJ should flip em off jor!!

But if they parked in front of a fire hydrant, the driver or the diplomat should be made to pay the fine.
Re: Nigeria To Pay New York $1m Parking Fees by beknown(m): 9:36am On Sep 28, 2011
@Poster,

The problem with diplomats from Nigeria is their ignorance and poor law awareness. The law is respected all over the world, except Nigeria.

Nigeria does not have to pay the full $1m. If Nigeria negotiate through good diplomatic quarters, the bill will be reduced or cancelled.

That's your business. If you decide to skim them to the point of giving your wife to them for free, it ain't their business but you've gotta pay your parking fees in NY/. Also, American diplomats will at least respect the privileges given to them in Nigeria and use it judiciously but your country men will throw parties, block streets and half of that $1m may be their girlfriend's parking fees.

There's a HUGE difference between 'fees' and 'fines'.

From the OP, it seems like many of these fines were for safety violations etc.

You are a typical Nigerian. lol.
Did anyone stop Nigeria from imposing levy on them? International and diplomatic relations are about interests. Developed countries (The Capitalists) would go to a great length in affirming their interest while the The Third World Countries see things on the bases of "Right or Wrong". I wouldnt blame the Capitalists though.

That is a whooping sum of money. Lagos had better had a thought on this. We need this kind of initiative in Lagos State in order to enhance our revenue portfolio.

This is interesting! Look at the most powerful country in the world talking. If we started this kind of initiative in Nigeria, enforcing it will be very very difficult especially if we look at the fact that Nigerian does not usually give foreign aid. So, from which source are we going to deduct the money?
Coming to think of it, why deducting 110%? Are they also to pay for interest on accumulated debt? This is more than funny? I guess this is to discourage people from defaulting. There is no legal way of enforcing compliance aside this.

If UK govt is rich enough to give foreign aid to the US, it could as well remove 150% of the levy from the aid.
America does not give a damn abt what happens in any country in as much as it doesnt affect its interest in anyway. I love the country though some of its foreign policies are defected, always at the detriment of certain "ORDER" in order to advance and enforce the hegemonic tendency of the US. God Bless America
