Even if EFCC is focused, establishing strong cases against former governors nowadays is no more easy for them because civil servants at the ministry of finance through the commissioner of finance and accountant general of the state would have perfected every documents of what he used the money for in the state.
That is why it is also difficult to establish strong corruption case against Emefiele. Civil servants have perfectly all documents.

No governor in Nigeria can steal 1m from the state purse without the help of civil servants at the ministry of finance and it won't backfire.
