The person was a brother to the former Emir of Gwandu. It was during one of the series of meetings that led to the independence of Nigeria. It happened in the UK.

Jakumo is right because dining etiquette dictates that you simply leave the extra tea poured if you are no longer interested. However its the practise in Nigeria to turn the cup upside down to prevent the cup being filled with more unwanted tea. Maybe because our elders choose not to be wasteful or its just the misconception arising from the event involving the minister or whoever it was that unwittingly drank so many cups of tea.
