Embezzlement has a lot to do with the “intent of the wrongdoer”. The funds were properly allocated for the job that needed to be accomplished by her ministry. Perhaps she can be faulted on “procedural anomaly” but that is not a criminal offence….there is clearly no intention to defraud the government in this case. Politics of 2027!
