Why didn't he put in place, cushioning effects to reduce the burden of fuel subsidy removal and the floating of the exchange rate on the people ?

Things are on the high side, individuals and firms are not finding it funny. Firms are reporting losses, individuals purchasing power is depleting with speed,people are hungry and finding it difficult to afford necessities.
