During military rule, it's only the
Head of state, Ministers and governors
dey take style steal money.

Even governors do it with style and
usually from inflating the value of genuine contracts. Civil servants can't even easily chop
money during military rule. Therefore
the chopping of money was somehow controlled.

Under democracy
❌President, vice and secretary are chopping.
❌Presidential Aids & SAs are chopping
❌100 senators are chopping
❌Over 300 house of reps are chopping
❌Governors are chopping
❌Over 300 Aids and assistants of his are chopping
❌Top civil servants are chopping
❌Over 700 Local government chairmen are chopping
❌Judges are chopping
❎INEC staff are chopping to rig results.

The list goes on.
