Go and ask Abdulmumin Jibrin what budget padding is. When he raised it under Buhari, no one called it northern conspiracy against the south. Why is this one being made a North vs South matter.

The budget was not included in the budget presented to senators.
It was only written as a footnote.
Your claim is like saying I can just sit down and write any amount I like in a budget and pass it and it will be alright as long as senators didn't say nay at the plenary
