What happened was outside the country, Aregbesola could have used him there... The guy was even telling Aregbesola that this is not Nigeria and that he can record anyone he chooses to, so I don't understand what you mean by if it's abroad he would be in jail.

People can record people in public and put them on social media as long as their intentions aren’t to defame the person or cause harm to them in any way. You have no right to privacy once out in public. What people can’t do is use your likeness in a commercial setting such as putting your face on merchandise and selling it, in that case they have to pay you and you could sue them and win.
