The strands of unity and discipline left in the Nigeria Police Force following the exit of former Inspector General of Police, Hafiz Abubakar Ringim and the appointment of Mohammed Dikko Abubakar, are threatening to boil over following Wednesdays’ promotion of 7 Deputy Inspectors General of Police and 13 assistant Inspectors General of Police with senior officers whose juniors were promoted above them, threatening to dump the force for DIG Parry Osayande led PSC and the Inspector General of Police, MD Abubakar.

Many of the senior officers particularly, Assistant Inspectors General of Police and very senior Commissioners of Police are irked that the same DIG Parry Osayande who has all along insisted that he is on a mission to cleanse the promotion and appointment structure of the force, and follow due process in appointment, discipline and promotion, is the one presiding and approving a promotion that is specifically aimed at frustrating and insulting the sensibilities of officers who have devoted their lives to the Nigeria Police force.

At the center of complaint and misgivings by the senior officers, are the promotion of junior Commissioners of Police over and above senior Commissioners as well as AIG’s some of whom have tested and impeccable track records that can stand the test of time.

Promotion of such officers like Marvel Akpoyibo, Haruna John, Abdurahmen Akano and Peter Yisa Gana as well as AIG Atiku Yesufu Kafur to DIG’s, were called to Question while for the AIG’s, the promotion of some officers names with-held, were also called to question.

“If you check the Staff List containing seniority of officers, you will find clearly that the manner this promotion was done, whereby somebody is number 41 in the seniority list, another fifty-something and some seventy-something are promoted over and above those in the first five or seven bracket, some to DIG’s and some to AIG’s, is an invitation to indiscipline and a situation where the Police work may be undermined”.

“How can an officer, who is your junior, appreciates that fact, has been taking orders from you for years and you have been the one writing and grading his performance rating in the force, suddenly jumps over you by so many steps and you are expected to salute as well as take orders from such officer. It is frustrating, annoying, shows that due process has been thrown to the winds; and that transparency is no more” an officer said.

“In fact, what is happening in the Police today and spearheaded by the Police Service Commission is disorganization and not reorganization that Mr. President tasked the committee. This has taken the Police back to the dark days of the military. The truth is that it is the IGP that will bear the brunt because this will lead to disgruntlement. So tell me, how will he succeed in that regard because these are the men you must work with”, an officer retorted.

Saturday Vanguard gathered however that what informed the promotions of the Commissioners of Police to Deputy Inspectors General of Police as well as AIG’s, is the vision of the new Inspector General, MD Abubakar who is bent on achieving results and going for the best he feels will help him achieve success.

Concerning officers like Haruna John and Marvel Akpoyibo, it was gathered that while John was acknowledge as one of the best there is in the Police force today when it comes to operational matters, he is closely followed by Marvel Akpoyibo. The criteria for other appointments, like that of the officer representing South West, is unknown especially when experienced and known officers with pedigree from the South West without controversy are still in the force.

Consequently, it was gathered that many of the officers are resolved to doing things the military way whereby when ever your junior is promoted over and above you, the next and honourable thing for the officer to do it to resign. In the way even if you resigned at the rank of Capt in the Army and your junior who was promoted Major at the time later becomes the Chief of Army Staff, when ever he sees you, he will salute you and give you that honour as he senior.

Meanwhile, in continuation of the promotion of senior officers of the Nigeria Police Force, the PSC weekend approved the elevation of Mr. Samuel Illesanmi Aguda, from the rank of Commissioner of Police to Assistant Inspector General of Police.

AIG Aguda who hails from Ekiti state, was until his elevation, the Commissioner of Police in charge Helicopters and he is credited with achievement of having trained most of the Helicopter Pilots in the Nigeria Police today.

The officer who still flies Police helicopters till date has been instrumental to the revival of the Police helicopter wing which today boasts of about five helicopters.

Also promoted by the Commission are a Deputy Commissioner of Police from ACP (Mr. Owosheni), a Superintendent of Police and five Assistant Superintendents of Police.

Make dem resign na! Na power?
What about all the years that they and their boys assaulted the sensibilities of the common man with their N20 roadblocks? What about the resulting deaths from stray bullets and "accidental discharges?"

They are being frustrated out of the force because they are a bunch of blood sucking phuckers. They bera leave quietly and close the door behind themselves.

Re: Promotion Of Digs & Aigs Tears Police Apart by qwest(m): 3:21pm On Feb 26, 2012
let's be serious, one of the main reason our public/civil service has degenerated to the state it is in is the predilection towards promotion based on seniority and not on performance. Jettisoning merit for the African idea of age bequeathing experience and wisdom, nonsense. If the promoted officials have performed well in their prior posts and are deemed ready to move forward, so be it.

If only merit will be considered 2effect promotion, then such destructive thing as due process should be discarded.

If it will guarrantee us a better security in the country, then am in support. Why should an incompetent fellow be made AG just cos he is the most senior?
Re: Promotion Of Digs & Aigs Tears Police Apart by Nobody: 5:14pm On Feb 26, 2012
seniority my foot! Now, i believe nigeria is ready to move forward. Let the quota system also be abolish and replaced with merit. Nigeria must move forward! Let them be prosecuted if they are found to sabotage the system. nonsense!!! Police needs reform!!! It is long overdue. God bless Nigeria.

Re: Promotion Of Digs & Aigs Tears Police Apart by klas(m): 6:21pm On Feb 26, 2012
My only reservation about this is the inconsistency of the osayande led police service commission. In 2007, PSC demoted Ribadu and some 50 officers and justified it at the national assembly with the same reasons these disgruntled officers are now parroting. So what has changed between 2007 and now in PSC to account for the policy somersault except that they have vindicated people who alleged witch-hunting of Ribadu and others then.

Hearing this song every morning while growing up in Lagos I never thought we'd still be where we are today *sad*
Re: Promotion Of Digs & Aigs Tears Police Apart by Actionleap: 8:45pm On Feb 26, 2012
This is the best way to side-step the policemen sympathetic to BH. If there are that good, the report would have shown in their area of opeartion. They are just opening their mouth to shout when the train has left the station.
Re: Promotion Of Digs & Aigs Tears Police Apart by ridgeman: 8:56pm On Feb 26, 2012
Ludicrous, we need some real policemen, maybe GEJ should get some ex FBI or Scotland Yard Chief to run things for a while.

How an entire nation of 150m can feel safe with 5 helicopters is beyond me? The police force for many years has enjoyed unrivalled budget allocations all in the name of Security and 5 helicopters is all they can give us?

What else have they NOT been spending money on, SMH

What has "position on seniority list" got to do with performance?

This lazy and corrupt Policemen think that no matter how corrupt and inefficient they are, they will still become IGP one day, based on that their useless "seniority list"! shocked shocked shocked

Let your performance speak on your behalf, not some stewpid list.

Thank God you're in the POLICE FARCE, your mates in the Private sector would have been retrenched without pay.

Better resign while you still can, or get booted out!

'SENIORITY LIST' MY BACKSIDE! grin grin
