Federal Government issues 5 conditions to end diplomatic row

FIFTY-Six South Africans were barred last night from entering Nigeria through the Murtala Muhammed International Airport in Lagos.

Twenty-eight were stopped on Sunday – in retaliation for the deportation of 125 Nigerians last Friday – as reported exclusively yesterday by The Nation.

The government may also review the status of all South Africans living in this country to ascertain the validity of their visas and work permit.  :lol:  :lol:  :mrgreen:  :mrgreen: 



Besides, security agencies have been placed on the alert to monitor the activities of South Africans.

According to sources, the Federal Government decided to bar the 56 South Africans who flew in aboard a South Africa Airways flight SA060 last night from entering because despite the measures so far taken by Nigeria, the South African government has not shown any remorse.

A source said: "It is sad that South Africa is behaving as if it acted right in deporting 125 Nigerian passengers last Friday.

"We will also push them to the wall, until they apologise to Nigeria."
"We are prepared for the worst,"
the source added.

Nigeria has given 5 conditions to South Africa to end the diplomatic row between the two countries.

South Africa is yet to respond to the conditions, The Nation learnt yesterday.

Foreign Affairs Minister Olugbenga Ashiru was at the Villa last night for a "crucial meeting" with President Goodluck Jonathan, apparently over the face-off.


According to sources, the 5 conditions are:


1) Unconditional apology to Nigeria over the deportation of 125 Nigerian travellers last Friday from the Oliver Tambo International Airport in Johannesburg;

2) Compensation for all the victims of the harsh treatment;

3) Disciplinary action against all the officials involved in the cruelty to Nigerians;

4) A review of the Yellow Fever Vaccination Card policy; and

5) A commitment that such a diplomatic slip will not re-occur.

A top government source said: "We have given all these conditions to South Africa to restore normal diplomatic and bilateral relationship with it. We believe that the action was deliberately targeted at Nigerians.''

"We have made our position known to the South African High Commissioner to Nigeria, Mr. Kingsley Mambolo.

"Without an apology and a review of the policy on Yellow Fever Vaccination Card, among others, we are ready to retaliate in whatever way to prove a point that our sovereignty can no longer be taken for granted."

Asked if South Africa has responded to Nigeria’s demands, the source, who pleaded not to be named because of the "sensitivity" of the matter, added: "Not yet; we are still waiting for them.
"I think they are also consulting in their country, but we are ready for the worst."

Amb. Ashiru was at the Villa for a "crucial meeting" with President Goodluck Jonathan on the row, it was gathered.

"I think the Villa meeting will be for situation status review," another source said.
Unknown to many, there has been a "cold war" between Nigeria and South Africa in the last one year over the Libyan crisis, which led to the ouster of the late Muammar Gaddafi.
Nigeria supported the then rebel-controlled Transitional National Council (TNC). South African President Jacob Zuma backed the late Gaddafi.

The source added: "In the last one year, there has been a cold war between Nigeria and South Africa, beginning with the Libyan crisis. At the time the world was against Gaddafi, Zuma openly identified with the late dictator. He bulldozed his way to head a committee of the AU on Libyan crisis but the report presented to African leaders was wishy-washy and biased.

"Nigeria succeeded in persuading most of the AU states to recognise the TNC. Nigeria’s position was also adopted by the UN.
"South Africa has not forgiven Nigeria for making it to ‘lose out’ in international politics. It was a major foreign policy setback for President Zuma, who is gradually being isolated by world leaders for opposing reforms in Libya.

"Also, Zuma wanted one of his wives to become the President of the AU Commission at the last session in Addis Ababa, but the election was stalemated. His wife could not win at the first ballot and this has angered South Africa, which believes that Nigeria wielded enormous power.

"You can now appreciate why the South African government is being harsh on Nigerian travellers."
Ashiru confirmed the government’s position when he appeared before the House of Representatives Committee on Foreign Affairs yesterday.

He said: "No nation should take our brotherliness, maturity and friendly business environment whereby companies, including South African countries, are making more profits from Nigeria than in South Africa for granted."

The Minister said the government was determined to maintain the dignity of Nigerians everywhere, adding: "When a Nigerian is deported on flimsy excuses, there will be appropriate reaction. It may not be retaliation but it will be reciprocal, one way or the other.
"Let it be known that South African officials do not have monopoly of deportation of travellers. Henceforth, any deportation of Nigerians will be met with equal measure of reciprocal measure; we will not let it go unreciprocated.

"It will be measure for measure; we will not let it go unreciprocated. The signal must go out not just to South Africa but to the rest of the world that when you treat Nigerians with disrespect, we also will find a way of treating your nationals with disrespect. No country has a monopoly of treating Nigerians with disrespect; we too can hit back."

The Minister said relationships between the two countries at leadership level are cordial, but expressed regret that it did not trickle down the ladder to South African institutions.
"It is unfortunate that those fueling discord and hatred are two major institutions of the state - the police and the immigration," Ashiru said, adding:

"Immigration officials are always unfriendly to Nigerians while the police would arrest Nigerians indiscriminately without genuine reasons."

To buttress the dislike for Nigerians by South Africans, Ashiru said the process of deportation was against international conventions. "It was a shock and I find it difficult to accept that the deportation was on the basis of yellow fever card. Normally, the visa would not have been issued without the yellow fever card.

"Even in the event that the traveller was without the card, normal convention demands that such a person is quarantined and innoculated and allowed to enter after about three hours, if there is no adverse reaction.

"In this case, there was nothing like that. I was not informed of the incident before the deportation and neither was any official from our High Commission informed. Our officials were supposed to witness the deportation process as demanded by protocol."


Nigerian officials who are meeting with their South African counterparts have been instructed to demand an apology as well as punishment for those involved in the deportation.
But Ashiru stressed that the incident was not premeditated by Nigeria’s support for the TNC of Libya.
The Chairperson of the Committee, Hon. Nnenna Ukeje, who said the deportation was an embarrassment to Nigeria, asked Ashiru to update the committee on what led to the deportation and the level of the ministry’s intervention.

Ukeje said: "This is an affront on Nigeria’s brotherliness and by that act, South Africa has overstepped its boundary. It is our opinion that the time has come to review, as a matter of policy, how Nigerians are treated by other countries.

"We have all kinds of foreign companies in Nigeria that enjoy concessions, like Multichoice, MTN and a host of others, and of course there have been arguments about Nigerian companies trying to open up in South Africa having serious problems.

"So, I do not think this is an isolated issue. We have to look beyond the brotherly relationships and actually start to look at what is happening to our people in the hands South African institutions."
Another member, Hon. Opeyemi Bamidele, who cited the xenophobic attacks of 2008 and 2009 where Nigerians suffered more than other African nationals in South Africa, said Nigeria should begin to employ the principle of reciprocity when dealing with other countries.

The Foreign Affairs Minister also appeared before the Senate Foreign Affairs Committee where he reiterated what he said at the House of Reps.

The minister said it would be premature to list retaliatory measures being planned against South Africa, but noted that one of such actions was the deportation of 28 South Africans on Monday.

Didn't GEJ just junket to SA with a large entourage to celebrate the 100 year anniversary of the ANC (a party, though symbolic, but still only a party in SA)!!!

When Boko Haram bombed the UN building in Abuja, guess which country the UN had to go to treat its wounded. Boko Haram has also recently promised to set its sights on SA & SA companies - don't you think a serious country will take such threats seriously, especially after Abdulmutallab got on a plane to commit evil on an American plane.

My brother do you know how much MTN makes every day in Nigeria?

Look at South Africa that should be crawling on all fours to beg for our business. Our middle class of 40 million - the largest in Africa - is almost the size of their entire population. How dare they think they can spit on Nigeria, and think because we play this game of brotherliness and understanding towards our neighbours, that they can act with impunity, and just summarily deport 125 Nigerians just like that!!

And the funny thing is all these countries have heavy investments in Nigeria!! Worth billions!! By right they should be treating Nigerians like ROYALTY at their airports, and in their countries. But you can't really blame them. It's all these previous regimes we've had in the past that didn't care a hoot about defending Nigerian dignity.

It is the stuff that backward economies are made of when they think some other country should crawl on all fours because of a service that has been rendered and paid for.

Pray tell me why NITEL has been on the liquidation block more than a decade now. Business is a global context, and Nigeria is losing to SA big time both abroad and on our home turf.

Always looking for some bragging rights where there is none.

Just keep doing that, and SA will take what is left of our influence from the hands of this all brawn and no brain administrators.

For a country that has real power over the other, there would be no need for all this media blitz before that other country gets the message loud and clear.

Something drastic & substantive needs to change in Nigeria.

You are on the right track, but need to go a little further and ask yourself this question.

If ordinarily these countries have much to lose from confronting Nigeria, why does it seem they are not at all worried about doing it? There are two possible answers:

1. It is either they have got our balls in some other way - think about the mansions & businesses that past/current administrators have stolen our billions to sink in SA.
2. They really fear something bad coming out of Nigeria that could cause them greater damage than the dollars they stand to lose from confrontations with Nigeria.

I know (1) has always been true, but this latest action suggests that (2) is the real motivation for this action.

Nigeria, with the clear guilt squarely on the shoulders of her leaders, does not command respect abroad - that is the simple statement of the problem.

GEJ can attend all the meetings he wants till kingdom come - only real reform will save the country from an almost inevitable collapse.

Hint: SA despite its clear political and ethnic divisions held an effective truth commission. In Nigeria, the feeble attempt at a "half-truth" commission was completely ignored by our "respected leaders". Go figure.

The weight of lies will soon kill this country I tell you.

Nigeria has more to lose tbh.

There are more Nigerians in SA than vice versa. . . so any sort of deportation contest will have Nigerians as losers.

Not to mention investment, things like that.

And all of this ignores even just simple african solidarity, which obviously is not worth much to many cheesy

I'm not a fan of escalating a situation w/o first trying to resolve it more intelligently. There is nothing to be gained from the current approach and much to be lost.

This is Improvement for Nigerian, It's time for Nigeria's to wake up but don't forget that charity begins at home. Making changes is not about Nigerian alone, it's about re install our lost pride.  Nigeria is the Most populous African's country that blessed with resources which  suppose to have positive effect in our country. We are blessed with everything but corruption and bad leaderships has become a way of life.  With this kind of improvement  will shows the rest of the world that we, as a Nigerian's and not meant to be treating like a CRIMINAL, I know there is good and bad eggs but not only in Nigeria you can see that in anywhere in the world.

Without Nigeria, South African economy could be brought to a stand still in a very short time. Their intrest here runs into billion of dallars and I don't think there is any other country that consume south African product like Nigeria. From MTN , Multi-choice, Ericssion, MTI and bunch of Oil servicing orgnisation. . .these are major players in South African economy, an lost in profit could send their economy figures downward. Most Nigerians in Southi are professional and business mugol which can move to more safer ground within split of a second.

Keep fooling yourself over there. I do not support any unjust treatment of Nigerians anywhere, but our leaders are not "wise administrators" - not by a looooooooooooooooooonnnnn shot.

They dole out our resources & business for personal enconiums - basically handling their balls to foreigners. Imagine our whole president saying he was going to bring World Bank staff into the presidency to verify Nigerian contracts. Just imagine that!

As for the highly exagerrated importance of Nigeria to the SA economy it is enough to tell you that Nigeria is a merchant economy, whereas SA is a manufacturing economy. That country makes oil from coal, is rumoured to posses nuclear capabilities, builds high-grade weaponry, manufactures aircrafts, recently hosted the world cup, and Nigeria was ignored when an African country was called to join the BRICS - you guessed it they called South Africa into the club of the worlds next big economies.

Meanwhile, we have oil on the brain, junket to the same SA at every opportunity to spend and hide our peoples resources.

We can only hide behind the one-finger of oil for so long. The lies will soon kill this country.

The amount of the SA economy that depends on Nigeria is probably not very high.

Just because they have some major, dominant companies in Nigeria doesn't mean that those companies/interests make a huge fraction of their total. . . the relationship is not necessarily symmetric.

Who cares about all this  thief  that physically robbed us with no guns,  Invested  the money that supposed to be use for better life in Nigeria in south Africa

Whoever get his money on a legit way will know the importance of dignity and pride of his citizenship's to his country.

I know that there is more of Nigeria In S/A  but you have to consider that this kind of decision is going to have a positive effect in the rest of the world where Nigerian's is residing.

I'm in favour of some form of escalation, it was poor form for SA to deport those guys. But the truth be told, Nigeria has more to lose. Only the top end of SA citizens would come to Nigeria, and only for business. Nigeria, on the other hand, have the entire scope of the population running to SA. Reasons ranging from capital flight to asylum seeking to holiday-making. Nobody comes to Nigeria for any of that.

And about MTN. MTN is making a killing in Nigeria, yes, but don't forget that MTN is market leader in 21 of the 22 countries it has a footprint in. After all, Vodacom never came to Nigeria, and are still doing very well. Same as for Multichoice. Most of the SA investment in Nigeria is significant. If they are pulled out, it represents massive loss of job in Nigeria, not SA.

And massive loss of income for SA, and not Nigeria. And if they pull out, a void will be created that would be instantly filled by the Glos and Wale Tinubus of this world or any other entrepreneurial individual/Nigerian with interest in that field. In the short term individuals/Nigeria may suffer, but just for a short term, in the long run SA will be left gnashing their teeth for opportunity lost.


What doesnt kill you makes you stronger. We will definitely be better of if they pull out. Of course, there will be a learning curve, but the Nigeria of today is vastly different from the Nigeria of circa 1999 and we will react accordingly. Gbabeski!!! grin

Most Nigerians operating in South Africa have multiple alternative bases and went there on their own hustling capacity. there will be lost of Job and all that but can't be compared to what SA is staking here.

Secondly, South African economy is almost surviving on Nigeria. Only if you know the number of south African Oil and gas companies operating in Nigeria. Shoprites nko?

We are talking about hundred of billions in profits from South African's angle. We can easily replace MTN's operational license without a single loss of job. Lots of business guys are awaiting like hawks in that direction.

I'm in favour of some form of escalation, it was poor form for SA to deport those guys. But the truth be told, Nigeria has more to lose. Only the top end of SA citizens would come to Nigeria, and only for business. Nigeria, on the other hand, have the entire scope of the population running to SA. Reasons ranging from capital flight to asylum seeking to holiday-making. Nobody comes to Nigeria for any of that.

And about MTN. MTN is making a killing in Nigeria, yes, but don't forget that MTN is market leader in 21 of the 22 countries it has a footprint in. After all, Vodacom never came to Nigeria, and are still doing very well. Same as for Multichoice. Most of the SA investment in Nigeria is significant. If they are pulled out, it represents massive loss of job in Nigeria, not SA.

lol, must be a joke when anyone argue that south africa will loose more, what is Nigeria? a country that cant even produce chopstick  cry  where else southafrica produce what so ever they use in their country, moreover Its like they control southern and Eastern africa so pls think twice before you talk. Lets say yes it might be an advantage for us tomorrow If their companies leave Nigeria cos a Nigerian will wake up to provide same services just like that tire company that left Nigeria, today a Nigerian Innoson is planning how to produce tire with our own resources.The income goes into our coutry.

But its good to protect you people no matter what.

South Africa's gat to make a choice between chasing out Nigerians and losing the collaboration of Nigeria and her huge domestic consumption base. You guys probably don't know how attractive Nigeria is as a low manufacturing country and a high importing/consumption country. South Africa is advanced in production, and need big markets for their products and advanced services. Egypt, China, India etc gat high production rate and equally advanced services, which makes them less attractive than Nigeria for finished products and services.
Meanwhile, apart from the illegal Nigerians in that country, genuine Nigerians go there to spend money and return. Those that are there help in improving their domestic consumption rate and also pay taxes when they work or do biz. The fact that they don't come here to spend and we go there more is a good reason for them not to lose Nigeria.

Comparatively, South Africa is benefiting more and will lose more.

If you had a choice between deporting 1 million Nigerians and losing more than 5 billion dollars in nationalize South African investments, which one will you choose?

you guys are talking as if there are no Nigerian firms lurking around to take over from mtn and co. The truth is that Nigerian jobs will not be lost much. SA will suffer seriously.

But truth be told, that this debate is even going on is shameful.
Nigeria is waaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaay ahead of SA in some very important areas which I cannot mention here lest some folks start thinking that I'm happy with the state of things in Nigeria.
If Nigeria even decides to sit down and negotiate Nigeria properly, Nigeria's economy and production will eclipse South Africa's within 5 years.
Well, I wish the Nigerian government good luck with this one.  sad

South Africa will loose a lot just like Nigeria will but I dont think it will affect their economy that bad, they got east and the whole south africa to do bussiness with. Even west africa self!
