ABUJA—Following intelligence reports that terrorist groups and gunmen, who have been killing innocent people and destroying property across the country use tinted glasses, Police spy number plates and sirens to deceive both security personnel and unsuspecting members of the public, Inspector General of Police, MD Abubakar has ordered a ban on indiscriminate use of these security items.

In a statement signed by Deputy Force Public Relations Officer, CSP Frank Mba, the IGP said the ban on the indiscriminate use of siren, revolving lights, tinted glasses and Police Supernumerary (SPY) number plates by unauthorized person or persons on public highways across the country takes immediate effect.

Criminals hide under official privileges

According to the statement, “this order has become imperative in view of recent security reports that indicate that suspected criminals now hide under the cover of official privileges and courtesies associated with the use of sirens, revolving lights and Supernumerary (SPY Police) plate numbers to commit crimes and beat Police and other security checks, thereby evading arrest and prosecution.

Inspector General of Police, MD Abubakar
“In view of the negative security consequences associated with such unrestrained infringement of relevant laws associated with the use of sirens, revolving lights, tinted glasses and SPY numbers; the IGP has directed all Zonal AIGs and Command Commissioners of Police to ensure that all violators of the laws within their jurisdictions are arrested and brought to book”, he added.

Continuing the Police boss said: “We wish to state clearly, that the Nigeria Police Force can no longer fold its arms and allow few Nigerians turn our highways into dangerous and lawless theatre – harassing, intimidating and endangering the lives and property of other road users through the reckless and indiscriminate use of sirens.

“In the same vein, members of the public are reminded that SPY plate numbers are only to be used on operational vehicles of banks and companies so assigned to, and cannot be used by private persons (VIPs and executives of corporate organizations inclusive) under any guise whatsoever.

“Citizens are therefore advised to immediately dismantle/remove from their vehicles, all unlawfully procured revolving lights, sirens, tinted glasses and SPY plate numbers as Police officers nationwide have been directed to ensure strict enforcement of all extant laws regulating their usage.

“In addition, the Police High Command wishes to advise owners of vehicles, motorcycles and tricycles plying the nation’s roads and highways without plate numbers to take urgent steps and register such automobiles immediately.

“Citizens are reminded that it is unlawful to operate automobiles on our highways without registration. Person (s) found violating this very important traffic rule will be dealt with in accordance with the law”.

Concluding, it said: “The IGP wishes to reassure the public of the commitment of the Force to the provision of round-the-clock security for the teeming citizens of the country. In the same vein, citizens are reminded of their civic responsibility of obedience to all laws of the State and thus advised to conduct their daily interactions and businesses within the confines of the law.

“Citizens are further enjoined to continue to support and assist the Police in its constitutional task of safeguarding the nation”.

Why would you ban Tinted glass? Is Tinted glass not to protect people. You dont want your attack to know who is inside. Tinted glass are security measure for protection to victim of a who be crime.

Well...coming from a man who had successfully removed police men from the Nigerian roads, and has reduced the "N20" syndrome to a minimum, I think I want keep faith with this order as well. Remember that Ringim tried and failed....as he always does.

It has been banned long time ago but some people whether they are above the law still disobey the rule. For instance, on the issue of siren so many big men at the corridors of power are using it even ordinary security firm with branded hilux jeep are not left out especially in the night on third mainland bridge

Banning of all these sorts no longer a news. Its has been banned for ages. BUT violators go
unpunished, especially the police indiscriminate and provoking sirens on our roads. Let the POLICE
effect it on their vehicles and drivers.

Too much repetition evry year. I thought it was banned either last two yrs or so? Its d same authorities dat will still issue a kind of permit for d big boyz" to continue using their tinted glasses once "something" has bn exchanged frm one hand to the othr.

A Good move no less - however I have questions (particularly on tinted car windows)
1: Is this a knee-jerk decision or a pro-active one - What is the correlation between crime and tinted-glasses (FACTS please) - it would attract unwarranted suspicion than un-tinted windows. unless the Police can spot and identify a criminal from at least 7 meters when shining their aboki torch-light in their faces.
2: If it is terrorist related, I doubt our Boko brothers care for tinted windows when they are about their biz.

The Security challenges in Nigeria are daunting but it is not a new thing. what is critical at this stage is aggressive Intelligence gathering. The longer-term (political) solution is a Top2Bottom Reform Program that will prevent touts the likes of Alao-Akala and Tafa Balogun from going in or coming out of the present comatose Police System.

Till-date all we know of Boko-Haram are the aftermath of Bombings and Massacres. Our Police Intelligence who are much closer to the grassroots than Military and SSS do not have intelligent information on how to do our own part in "Safeguarding the Nation"

Tinted Glasses are a Driving Hazard especially when they are done at the rear windows. they lower vision and can result in poor driving decisions leading to accidents. but banning them as a measure to reduce crime?

Police makes law
Police breaks law

Police banned law
Police unban law

Police execute law
Police unexecute law

Police pronounce law
Police denounce law

All this while, I thought we were practicing democracy according to the school of Washington DC with the attendant separation of powers:

Legislators legislate
Executives execute
And the judiciary realm adjudicate / interprete the laws.

Alas, I was only dreaming!

Anyway sha, Nigeria Government get different different names like:
Boko Haram in Council
Shoenocracy abi Noshoecracy in Council
Olopa in Council
Soja come, Soja go Supreme Millitary in Council
etc. pp.
Naija na wa!

To ban tinted glasses you need to amend the law, not an order by anybody including the President. Why do we do things like foolish people? Let them pass a law and then that is it.
Re: Terrorism: IGP Bans Illegal Use Of Tinted Glasses, Sirens, Others by otokx(m): 8:00pm On May 14, 2012
If you like pass the law 100 times, nothing will happen. Is is not the big men with police in the front of their jeep that do all these things?
Re: Terrorism: IGP Bans Illegal Use Of Tinted Glasses, Sirens, Others by Nobody: 8:07pm On May 14, 2012
another reason 4 those insane police men to start embarrassing innocent road users, extorting money from them, while the perpetrators of the crimes mentioned are growing stronger by the day, bomb-manufacturing all over the northern states. i put it simply, ' an inspector general who knows little or nothing about terrorism can never engineer an effective measure to fight it'

"terrorist groups and gunmen, who have been killing innocent people and destroying property across the country" bla bla bla, in the name of islam abi?? and your name is Abubakar abi? a northern muslim abi?
Mr. IGP abeg make u 1st vomit all d bribe u don take b4 u bekom IG, den we can trust u.

Why is Nigeria going backwards when the whole world is moving ahead. Tinted glasses has no buissness with Siren and SHY plates. The world have been manufacturing and using cars with tinted glass since the 80s. This simply a morden technology - sit in one and get what i mean, its obviously not the same feeling as plane glass - Instead of Nigeria government tracking and curbing crime they are chasing shadows. So if bokoharam start using plane glass vehicles they will bann it as well. NONSENSE

sureboykris: So what will happen to those peeps that ve factory fitted tinted glass. Shud they dump their cars?

They should simply change the glasses and not dump their cars. The issue of using sirens other than the president, governors should be banned totally. It's getting out of hand in some states.
