unification,pushing exchanges and contacts between Governments and civil, promoting

Article 6 This alliance’s basic principle of promoting global peaceful unification is

while reserving differences in culture, beliefs, values and so on.

chapterⅡ Alliance’s Task
Article 9 The main task of Alliance:

chapter Ⅲ The membership system
Article 10 This Alliance carries out membership system.

Article 11 The member must meet the following conditions:
(A) 18 years of age and above, with full civil capacity.
(B) support this alliance’s regulations.
(C) voluntarily join the alliance, willingness to become a member.

Article 12 program of members to join the Alliance:
(A) fill in the Alliance Registration Form.
(B) Alliance Member Service Center for approval.
(C) The Alliance issued a certificate of membership.

Article 13 Members enjoy the following rights:
(A) the right to vote, elect and be elected;
(B) the right to participate in the activities of the alliance;

Article 14 members fulfill the following obligations:

Chapter IV The structure of organization
Article 17 The highest authority of the Alliance is the Congress of Member Representatives. the mandate of the Congress of Member Representatives is:
(A) the formulation and amendment of the Regulations;
(B) election and removal of directors;
(C) To consider the Council's work and financial reports;
(D) decide to terminate matters;
(E) decide on other major issues;

Article 18 There must be attended by representatives of more than 2/3, the Congress of Member Representatives can be convened and its resolutions shall get more than half of vote of attending representatives before taking effect.

Article 19 The Congress is elected for five years.Due to special circumstances , advance or extension of the general vote must be required by the Council, the extension of the general vote is no more than one year.

Article 20 The Council is the executive body of the Congress. The Council leads to carry out the daily work of this Alliance when the Congress is not in session.

Article 21 The Council's mandate is:
(A) the implementation of the resolutions of the Congress of Member Representatives;
(B) election and removal of Chairman, Vice Chairman and General Secretary;
(C) preparations for the convening of the the Congress of Member Representatives;
(D) report work and financial condition to the Congress;
(E) determine the absorption or removal of the member or authorized Member Service Center to determine the absorption or removal of the member;
(F) decide to establish offices, branches, representative offices and entities institutions;
(G) decide the appointment of Deputy General Secretary, main heads of agencies.
(H) the leadership bodies of the Alliance to carry out the work;
(I) the formulation and development of internal management system;
(J)decide other important matters;

Article 22 There must be attended by directors of more than 2/3, the Council can be convened and its resolutions shall get more than 2/3 of vote of attending directors before taking effect.

Article 23 the Council meeting will be held without regular time.Exceptional circumstances, It can be held by the forms of communication.

Article 24 the Aalliance establishes the Executive Council.The Executive Council is elected by the Council.The Executive directors are not more than 1/2 of the number of directors.When the Council is not in session, the Executive Council exercises the mandate of Article 21 (a), (c), (e), (f), (g), (h), (I), (J) terms ,responsible to the Council.

Article 25 There must be attended by Executive directors of more than 2/3, the Executive Council can be convened and its resolutions shall get more than 2/3 of vote of attending Executive directors before taking effect.

Article 26 The Executive Council meeting will be held without regular time.Exceptional circumstances, It can be held by the forms of communication.

Article 27 The Alliance Chairman, vice Chairman, General Secretary must have the fellowing conditions:
(A) adhere to the alliance's line, principles, policies, ideology;
(B) have a greater impact on the Alliance’s business or have a greater impact in the community;
(C) The maximum age of the Chairman, Vice Chairman, General Secretary is not over 70 years of age;
(D) good health and able to adhere to the normal work;
(E) has not been given a criminal penalty of deprivation of political rights;
(F) the full civil capacity.

Article 28 The term of the Alliance’s Chairman, Vice Chairman and General Secretary,is five years The term of Chairman, Vice Chairman and General Secretary is not more than two consecutive terms. Due to special circumstances it is necessary to extend the term, it needs the Congress of Member Representatives 2/3 members voted through before serving.

Article 29 the Alliance’s national Chairman is legal representative of the Alliance in this country.

Article 30 The Chairman of the Alliance shall exercise the following powers:
(A) convene and preside over the Council and the Executive Council;
(B) check the implementation of the resolutions of the Congress, the Council (or Executive Council);
(C) to sign important documents on behalf of the Alliance.

Article 31 the Alliance General Secretary acts in the following powers:
(A) the auspices of the office to carry out their daily work, organization and implementation of annual work plans;
(B) coordination of the offices, representative offices, entity institutions work;
(C) the nomination of Deputy General Secretary, main heads of the offices, representative offices, entities, agencies for decision of the Council or the Executive Council;
(D) the decision of employ full-time staff of offices, representative offices, entities, agencies;
(F) to handle other routine matters.
Chapter V Asset management and the use of principles
Article 32 sources of the Alliance funding;
(A) membership fee;
(B) contributions;
(C) business revenue from carrying out activities or services within the approved scope;
(D) other legitimate income.

Article 33 the Alliance collects membership fees in accordance with the resolutions of the Congress .

Article 34 In order to maintain the impartiality and independence of the alliance, the Alliance does not accept any funding of government or political groups.

Article 35 the Alliance's funds must be used for the scope of business and career development of the provisions of this Alliance, can’t be distributed among members.

Article 36 the Alliance must establish a strict financial management system to ensure that accounting information is legitimate, true, accurate and complete.

Article 37 the Alliance accounting shall not concurrently hold the cashier.Accounting officers must carry out accounting, accounting supervision.Accounting staff to mobilize the work or leave, must carry out the handing-over procedures with the person who takes over.

Article 38 the Alliance 's asset management must implement under the national provisions of financial management system, and accept supervision by the Congress and the Financial Sector.Source of assets belonging to the social donations and funding, will be subject to the supervision of audit organs, and the situation in an appropriate manner to the public.

Article 39 To mitigate or replace the legal representative of the Alliance must accept the financial audit of organization registration and management authorities and business management authorities.

Article 40 the Alliance 's assets, no unit or individual may occupy, embezzle and embezzlement.

Chapter VI modifying program of this Regulations

Step 1 :Propagate ideology of global peaceful unification, make like-minded friends who willing to join the Alliance.(In progress)

Reserve member voluntary work
As a reserve member,you do yourself a share of force which you can do for earlier establishment of the Alliance and for the earlir realization of global peaceful unification according to your actual situation, on a voluntary basis.Force is regardless of size,only form a joint force ,we can gradually achieve the goal.
The specific work contents as follows:
1.To propagate the ideology of global peaceful unification.
Including domestic publicity and overseas publicity. A friend of a foreign language expertise can propagate in this language country.
2.To introduce the addition of new reserve members.
Make like-minded friends at home and abroad and introduce to become reserve member.
3.To seek the organizations or individuals who have the willingness to build Alliance or national sub-Alliance on a global scale.

In practical terms, the mundane needs of mankind are too many, diverse and polarized, to form a working and successful unitary system of global governance. Global enterprise will stagnate, land barons will loose their hold and control on democratic representation, arms dealers will go bankrupt. . .etc.

This idea will follow the path of the impactical idea for global citizenship.
