When there is competition in the market, you do everything possible to showcase you products to potential buyers.
Secondly most girls like attention cum acceptance.

The amount of exposed cleavage is intended for the event. They know you will look, they hope to catch you looking to catch you off guard. Once demoralized, they can make those requests you won't be able to say no to while you will have hope of what won't be.
