This needs no long debate. It is intuitive.

It says 25% of votes in two-thirds of the 36 states AND Abuja.
Even a baby will tell Osunbor that the framers of the constitution intended for the president of Nigeria who is also the administrator for Abuja to have legitimacy through at least, 25% of votes of Abuja residents, before administering Abuja.

Why couldn't Obi repeat the same feat during governorship election in the East? It would not happen bcoz it has become local and they're very quick to call others tribalistic. Sun is not a planet, it's not in the same category as a planet, but Abuja is a geographical space in Nigeria, same Nigerians, no special qualification, they had to insert 'and Abuja' because Abuja is a capital not a state, but the law didn't give votes there special status.

It's normal for people to use 36 states and Abuja, because it is a capital not a state, it's the capital, but Nigerians live there, hence their votes must be counted. Every vote counts as one.

As far as simple English and common sense are concerned, Prof. Osunbor made no single sense rather, he ended up complicating himself. If he had understood the simple use of English "and" in a sentence, he would have no option but to accept that winning Abuja is a measure pre-requisite for one to be duly and legally declared winner of any presidential election in the country. No wonder he was busy deceiving himself in 2007 when he rigged election and was turning the Constitution up side down, before the supreme Court booted him out of the seat of Edo govt house.

I have told people that legally and logically what the framers of that portion wanted was to make it compulsory that you must score at least 25%in Abuja to ensure your victory has the semblance of national spread,as represented by the FCT,even if u score 25% in all 36 states.
I know the SC will side with Tinubu because the Nigerian SC has never been noted to rule against any sitting president or president elect,as far as removing him in office.
But no one should interpret the constitution in any other way and I can never agree otherwise:you must constitutionally score 25% in the FCT to be declared winner.
