The constitution does not require a presidential candidate to submit certificates to lnec. Section 131which sets out the qualification for presidential candidates only says a candidate must educated to at least school cert level or its equivalent. You can show you have satisfied the condition by whatever means. Buhari has stated his qualification, which of course exceeds the minimum required. He swore an oath e.i affidavit explaining the reason for not attaching his certificates. All these gejites wasting their time should tell us how Buhari could produce certificates that have been stolen. If anyone doubts that Buhari's qualification let them go and swear to counter-affidavit in court that Buhari isn't qualified to contest or shut up.
