OP you can't just say that MR A or B was the worst performing governor without hinting what they were not doing right compared to their peers.

For example you can say, MR. Governor of so and so state in the month of October did not pay so and so to the worker or he withdrew so and so from the state or he increased the tax of so and so.

By saying that, they will know their sins in the month of October and learn to do right. and others will equally learn from it. and improve in the coming month.

Just saying MR. A,B or C was the worst Governor of the month makes no Sense. even the best performing Governor, you did not care to state what he did that made him special.
