Emmmm, On the contrary, It is the other way round. IRCC establishes your purpose of visit FIRST before your financial capacity(ies) and other areas of an application. The purpose of visit(Program,Length and other expenses) would determine the degree of veracity of your financial claims so as to ascertain if it can sustain your purpose of visit.

Purpose of visit can be faulted from a ridiculous thing as a show of desperation which may not be in a proposed program but rather from the overall circumstance(previous and current) of the applicant because it is predicated on the fact that the applicant is expected to establish that he/she "would leave Canada at the end of the authorized stay".
Financial bearing or considerations of officers follows the purpose in which the applicant established in his/her application as reason for travelling to Canada for study.

The evidence points contrary to your claim. Why are people often denied first based on insufficient funds and when that is rebutted, CIC in some cases often denies a second time ticking purpose of visit? Following your argument to its logical conclusion would mandate CIC to deny first on purpose of visit and then when that is rebutted, on a second denial, CIC can tick insufficient funds. I have never seen it following that order. Yes CIC often assesses the length and purpose of a study in reaching how much an applicant is supposed to prove he or she has, but that determination is not a judgement on the merit of a purpose of visit per say. It is a financial determination and purpose of visit and length of study are often ancillary to the claim, not the primary thing a VO is looking at during that time. The merit of a person’s purpose of visit comes later, after the financial healthiness prong is passed. I am working on a GCMS note right now where the VO after determining first and foremeost the financial healthiness of a person’s status to undertake studies in Canada, determined the applicant passed, then explicitly wrote on GCMS notes that the file be passed to another VO for further judgment. The second VO did not asses financial worthiness, the applicant having passed with the first VO. The second VO went on and determined the applicant failed on purpose of visit and didn’t prove he was going to study in good faith.

That said, this is the common pattern I have seen it follow. Financial determination first then purpose of visit, ties etc. But I must put a caveat, CIC is not so easily predicatable and can follow any order it wants. I have also seen financial determination and purpose of visit, ties determined all at the same time. But never the merit of purpose of visit, family ties etc before financial ability to undertake studies in Canada.

Goodevening House,
My admission letter states that I have been recommended for a $5400 graduate entrance scholarship, and an email notification sent to me to that effect albeit not on an official letterhead.
My question however is, Do I still need the scholarship award to be stated separately on a different letter or will the one stated on my admission letter be enough to show the Visa Officer that I received such?

This is the handwriting of University of Manitoba. Have you sent your transcript? If yes, you don't need a separate letter from the school because the funding amount would be stated on your admission letter which you can make reference to in your SOP and as well your finance.
All the best with your TRV application.

There is actually no reasonability to engage in this debate. I guess you have your observation and possible conclusion and i do not intend to change that. With a backdrop from many applications, reviews and GCMS note as well as IRCC's guidelines for officers as to application of the provisions of the act enforcing the issuance of a study permit, i most likely would not be sentimental but factual.
All the same, this issue matter less here especially when all applications are in competent hands, those of the visa officers.

Regards.

Wow, Congratulations.
I do not think she would have a problem at the point of entry, rather your worry and prayer should be about boarding the flight, considering that she is close to delivering, you need to pray that she would be allowed to board unless she uses clothes to conceal, but agin they would ask her how many weeks gone is she.

Congrats once again.

SOWP is the way to go for intending spouse accompanying their student permit husband/wife, especially those without travel history. A visiting visa applied is harder. Congrats!! You should have no troubles whatsoever at port of entry. Make sure to carry health insurance card and letter of introduction and evidence of financial ability. You and your wife will be most welcome!!

Besides, when they get to the airport, they should go straight to the PORT HEALTH CLINIC by the post office at the "E" arrival and get a pregnancy certificste and present it with your fit to fly from your doctor. I think she should be fine. Hey ready to pay N1500 or N2000 there.

Your second refusal is based mainly on the purpose of visit. All those personal assets and trave history are just "jara".
Did your SOP address the below questions
1. Why the program?
2. Why Canada and not Nigeria considering the high cost of the program?
3. What concrete benefits will the program bring to you In terms of career prospect and personal development. What is the future prospect of the program and lucrative is the program in Nigeria? How significant is your program towards the economic and social Development of Nigeria?

The mistake many of us do in our SOP is that we give generic response to the above questions instead of doing a thorough research and put up a case specific response that is peculiar to our personal circumstances.
But most important thing there is PRAYER

Yes of course . That would have been a perfect move but make sure you have evidence of financial support for the entire family for at least one year at the port of entry considering the condition of your wife that she may not be able to work for the next 9 or 12 months due to pregnancy and child north/nursing
