Correction... Okorocha is not and cannot be my boss though I'm his fan because he's doing well to reposition the State for future. The States with high IGR already had it going long before States creation and all they need is to collect transport or commercial levies to generate revenue. Before now Ekeukwu Owerri was the largest market in Imo State and there were no organized market systems to generate funds but with what Okorocha has done with cargo Airport and new organjzed markets as well as the building materials at Naze by Ohakim, expect the IGR of Imo to grow in the next couple of years.

How about the palm plantation, poultry farms, five star hotel promises? grin

Then the governors of those useless states should be be chased away because they have failed by not doing anything to develop their states. Restructuring will not make any difference if those governors are incompetent.

To be fair

If not for the oil producing states

they won't be anything like Federal allocation in the first instance.

So they should kindly remove Akwaibom amd Imo state

A report released by a magazine, Economic Confidential ,has showed that Bauchi, Benue, Ekiti, are among the 14 states that cannot survive without the federally collected revenue which is mostly derived from the oil sector.

According to the report from the magazine, showing the total allocations received by each state in Nigeria from the Federation Account Allocation (FAA) between January to December 2017, it was gathered that the internally generated revenue from the states were below 10 percent of what they received from the federal allocation in 2017.

The statistical aggregate released showed that most states will find it very difficult to survive without the monthly funds from the Federal Account Allocation Committee.

It was also gathered from the report that states with less than 10 per cent IGR which was 14 in 2016 have increased to 17 states in 2017.
Pointing out the states that may not survive without federal allocation due to poor internal revenue, the report listed Bauchi which realized a meagre N4.3 billion compared to a total of N85 billion it received from the Federation Account Allocation (FAA) in 2017 representing about 5 per cent of the funds the state received from the Federal government that same year.

Yobe was also listed as it generated N3.59 billion compared to FAA of N67 billion representing 5.33 per cent of funds received from the Federal Allocation.

Also listed was Borno state which generated about N4.9 billion compared to FAA of N92 billion it received which is equivalent to 5.41 per cent of the funds it received from the FAA.

Also listed as an unviable was Kebbi with IGR of N4.39 billion compared to the N76 billion it received from the FAA representing 5.77 per cent of the funds it received from the federal account and Katsina with IGR of N6 billion compared to N103 billion of FAA representing 5.8 per cent.

Other poor internal revenue earners are Niger which generated N6.5 billion compared to FAA of N87 billion representing 7.43 per cent; Jigawa N6.6 billion compared to FAA of N85 billion representing 7.75 per cent; Imo N6.8 billion compared to FAA of N85 billion representing 8.1 per cent and Akwa Ibom N15 billion compared to FAA of N197 billion representing 8.06 per cent, Ekiti N4.9 billion compared to FAA of N59 billion representing 8.38 per cent; Osun N6.4 billion compared to FAA of N76 billion representing 8.45 per cent, Adamawa N6.2 billion compared to FAA of N72.9 billion representing 8.49 per cent; Taraba N5.7 billion compared to FAA of N66 billion representing 8.70 per cent and Ebonyi N5.1 billion compared to FAA of N57.8 billion representing 8 per cent.

The report also listed states with Impressive IGR for the year 2017 which included Kwara, Kano,Kaduna , Ogun, Rivers, Edo, Enugu, Delta, Cross River, Anambra, Oyo and Abia States and Lagos state.

However the state in the south with the poorest internally generated revenue in 2017 includes Bayelsa, Ebonyi, Osun, Ekiti, Akwa-Ibom and Imo States generating a total of N934 billion in 2017.

The report however recorded that only 3 states in the north had an impressive IGR for the year 2017.

Pointing Lagos as the state with the highest IGR, the state remains steadfast in its number one position in IGR with a total revenue generation of N333 billion compared to FAA of N201 billion which translate to 165 per cent in the twelve months of 2017.
It is followed by Ogun State which generated IGR of N74.83 billion compared to FAA of N69 billion representing 107 per cent. Others with impressive IGR include Rivers with N89 billion compared to FAA of N178 billion representing 50 per cent; Edo with IGR of N25billion compared to FAA of N75 billion representing 33 per cent.

Kwara State however with a low receipt from the Federation Account has greatly improved in its IGR of N19 billion compared to FAA of N61 billion representing 32 per cent while Enugu with IGR of N22 billion compared to FAA of N69 billion representing 32 per cent.
Kano generated N42 billion compared to FAA of N143 billion representing 30 per cent while Delta State earned N51 billion IGR against FAA of N175 billion representing 29 per cent.

The report also noted that the N333 billion generated by Lagos state was higher that the IGR of 30 states put together whose internal revenues are extremely low and poor compared to their allocations from the Federation Account.

However, states are advised to improve their IGR by diversifying their economy to productive sectors and stop relying solely on the monthly federation accounts revenue that has a major part of it coming from the oil sector.

Remove allocation and only Lagos is sure to stand.

My bro, the companies alone in Lagos are enough IGR. The current structure of Nigeria makes other states lazy. If we can allow resource control and little percentage given to FG, other states will surely fight hard to improve IGR.

The current system only favours lagos and the central govt. This system will never take Nigeria anywhere...even if u bring Trump, Obama, etc, Nigeria can never grow with the current system..

Comfort zone makes humans naturally lazy...

Allow oil producing states to handle their resources and let other states hustle and find what can bring them money... as long as these states
know that at the end of the month, FG will dash them money, they will never think outside the box. Lagos is not even doing enough. Over 95% of the companies in Nigeria are located in Lagos due to her proximity to water and heavy FG investment as ex capital of Nigeria.

Weda lagos works hard or not, with the current structure of Nigeria, the state will continue to lead other states..

But if we allow for resource control, some companies would be compelled to move their facilities to other states where they operate fully.. Lagos IGR will go down.. This will force Lagos to work harder..

A restructured Nigeria will benefit everyone..

All you've stated is valid. However, even with the present unacceptable dispensation there's a certain bar level states shouldn't fall below, and Imo and Abia have fallen below it! Both states have had useless and visionless gov'ts from 1999 to date!

The one of Ebonyi is strange. They were registering up to 20 billion during the time of the Elechi admin', but for some funny reason, for the past two years now they've not done above 7 billion (if my memory serves me right). I don't know what's going on...whether the Umahi gov't is deliberately under-reporting their figures for whatever reason, or whether the revenue is just being stolen on a massive scale by gov't officials.

Who caused you all the misfortune bro? Blame your selfish leaders who refused to educate your restive youths for the backwardness your region is facing now . Before the advent of oil, Yorubas had been resilient and self-sustaining. We had cocoa and cola nuts and our leaders used the proceeds so well. Many infrastructure were built, including universities. You said we had beaches right? what happened to all your beaches? my friend who works for chevron said he once sighted a white shark in the deep sea in bayelsa where they operated. Bayelsa and delta have the most fertile land for the growth of rice. What use have you put this into? When our leaders were busy offering us free education , subsidizing it with the proceeds realised from cocoa and cola nuts, your leaders said education cannot be free and your youths were badly affected. Lagos was not the first capital in Nigeria. Why did Lokoja, the seat of Lord Lugard not developed? What about Calabar, one of the seats of colonialists and the capital of Nigeria at a time? You may say the federal government developed lagos, forgetting that all the ministeries had been relocated to abuja since early 80s and all the workers moved alongside. Al the ministeries are now sold and some are occupied by miscreants who seek shelters in them. Bayelsa is the second largest receiver of the federal allocation in Nigeria after akwa ibom yet the smallest of all states. Sadly, this has not reflected in the lives of the youths by providing employment. I once visited bayelsa and I almost wept. All I could see were young, agile young guys with bottles of kaikai in their hands in a place close to FMC, patronising the prostitutes who lined up along the road, looking for customers. Where are the huge allocations going? Bayelsa as small as it is with such huge allocation cannot pay workers' salary, so sad sad Our leaders worked hard to develop our region and that's the truth. Chief Lateef Jakanda built the largest estates in Africa in Lagos in his days as governor with the same allocations other states also received at that time while other governors were busy embezzling. I wish Rivers and Delta states were in yotubaland, OMG! We would have turned our region into paradise by now because our leaders are futuristic. Lagos is one of the safest states in the world and thanks to our successive governors who saw the protection of lives and properties are seen as their number one priority. Your south-south governors receive the same security votes, what are they using it for? Lagos IGR was not as much as it is today during the colonial era and when lagos was a seat of power. So, it's not the colonialists or the fed govt that made lagos what it is today as you claimed. Abuja receives much more attention of the federal government in such a shorter time, when compared to what they had spent in developing lagos for their decades of military rule in doddan barracks in Lagos. Lagos still offers free education to pupils regardless of where they are from, till today and medical treatment is free for the children in Lagos hospitals
