They made valid points. You can't claim that estimated billing should be criminalized yet prepaid meters are not available. How do u bill?

What about the money collected by the DISCOs from the consumers over the years without supplying prepaid meters

...the conditions required for electricity supply to become stable in the country, Oduntan said it was necessary for the government to allow for cost-reflective tariff in the sector, provide financial subsidies for people who may not be able to pay the right tariff, and create regulatory assets scheme for the Discos.

1.
to allow for cost-reflective tariff in the sector: = more increase in price of electricity

2. provide financial subsidies for people who may not be able to pay the right tariff := another scheme to scam givernment a la excuses not to provide meters

3. create regulatory assets scheme for the Discos.:= NEPA subsidy fraud like Petroleum subsidy fraudb to favour the rich politicians and former Generals who bought/ sold NEPA to themselves and friends

The tarrif is actually already high. Government is promising the discos the excess above what the discos charge us as regulatory assets. They haven't fulfilled that since though.

Regulatory assets doesn't work like the fuel subsidy scam. It basically allows the Discos to book the actual cost reflective tarrif in their financial statements while charging customers a lower rate. This ensures that discos have strong financial position to be able to source finance outside. Or is there anyone who will lend money to a firm that has recorded losses five years in a row?

2ndly, it is expected that government will allow the discos to net off the regulatory asset against the amount due to NBET. So no physical cash is transferred like the fuel subsidy.
Note that NBET invoice to discos is always cost reflective and at the prevailing dollar rate. Yet discos are not allowed to pass on the cost by FGN

Please do.

But that's the reason why discos don't want to provide meters(apart from the fact its capital intensive). A lot of the meters are bypassed and they won't grant access to inspect because they are on prepaid.

We are all responsible for not having power as a nation. Discos, government, regulators, consumers and customers.

Call a qualified electrical engineer or technician to come and check your Home wiring. Someone is tapping electricity from you, using it anyhow and making you pay for it.

The truth is MAP will be selling the meter for interested house owners and tenants while DISCOS will own the card if it's pre-prepayment meter because there's digital post-payments meter too, this new arrangement will be like buying of phone and DISCOS will just be the service provider that'll issue cards for subscriptions .

And frustration of estimated bills will force some Nigerians to purchase meters from map via DISCOS.

Fortunately for the Discos though, the MAP bears the responsibility to ensure meters are not bypassed and faulty meters repaired/replaced speedily. Else the MAP bears the loss of revenue suffered by the discos.
So expect MAP to charge for bearing that risk. Meter cost may be high.
Furthermore, you may buy the meter upfront or pay monthly over 5years or so. That means the MAP charges you finance costs too. Unfortunately, the MAP regulation did not cap the amount the MAP can charge like they did for CAPMI scheme.

If you are on estimated billing, you should report your landlord to the power company because you are actually paying for the bypass he did. It's because of people like him that the estimated billing customers are paying for energy they did not use.

A big issue with us Nigerians is the desire to adopt socialist philosophies when it comes to public utilities and services but embrace capitalism when there is money to be made.

We want free education, low-cost health care, free potable water, cheap petrol and I dare say, free electricity. We not only want free services, we demand high quality service delivery not minding the cost of producing such. Because we are so accustomed to fuel subsidies, we now think it's our right to get subsidised electricity which most of us end up wasting. Our government makes it worse in a bid to look pro-people and with the way the vilify private companies who insist on providing services only if the costs are fully covered.

The power sector will never work if government does not allow cost-reflective tariffs or pay for revenue shortfalls where they insist on cheap electricity. The idea that the citizens cannot afford to pay the correct price for electricity is fallacious as a large proportion of Nigerians already spend a lot more powering their homes with generators and unknowingly spending a lot on treating sicknesses which may not be unconnected to the bad air we breathe as a result of generator fumes or lack of proper sleep due to generafor sounds.

On the topic, the Discos are correct that they are no longer responsible for metering as NERC has licensed Metering Assets Providers to take on that responsibility.

Typical inability of some of us Nigerians to apply common sense, be rational and honest. It's difficult to see a lot of people with these virtues.

What is this individual ranting about. Estimated billing is a necessity, it's needed because if you decide to allow people without meters consume power for free, there will be an uproar by those with meters, and rightly so because it's unfair.

Issue estimated bills, but don't issue criminal and prohibitive bills to people, it's just wicked and unconscionable.

It takes me about 4 to 5 weeks to consume 3k worth of electricity via my meter, but when i did not have meter, those soulless demons used to throw 12k monthly at me to pay. Imagine how crazy that is? So in an ideal situation where i should be paying about 36k to 40k max a year, i was paying about 144k to 150k a year.
Is that not crazy?
Discos should issue estimated bills to people, but they should come out with a flat price estimate for people, and it should be at a very fair price. If they are feeling grumpy about it, then it will motivate them to supply more meters to those who need it.

Passing a bill criminalizing estimated bill is a wellcome development. I don't see why I should pay for something I cant say how the cost is generated. I was given an estimated bill of #21000, in the month of January 2019, while electricity supply was just 9 days out of 31days in January.when i got to EEDC office at Aba Abia State to ask why the high bill I was told they use methodology, I requested to know the module, they could not produce it. Meanwhile, I have applied for meter since 2017 via their head office in Enugu without success. They are

frustrating the metre issue because their income will drop once metre is in place.

DISCOs are criminals. They have been avoiding issuing meters to customers because that will not yield much profit for them. DISCOs are just exploiting Nigerians with estimated billings.

Moreover, some of the DISCO staff are criminals too. They collect egunje from customers who do not want to pay bills. Infact, the level of corruption in this country is at next level.
