I don't think this is correct; the Lagos state Civil service itself is possibly more than this number........Or is this number exclusive of the teachers, ministry workers, Lawma, Lastma etc

There is a vast difference between people and businesses.
The law recognizes the business as separate from its owners in many instance.
For salary earners, their tax is paid on income.

Some businesses and their owner are the same but even in that case, they do not
pay tax on their profit but pay an estimated fee to the government based on shop size and
location instead of the required percentage spelt out by the law.

Formal business owners are to pay 2 different taxes according to law, one on business
and the other on their personal income.

Where the confusion is coming from is that some people think arbitrarily taxing a shop covers
everything.
Your 3rd paragraph contradicts your explanation. What other personal income has a business man? Are you trying to insinuate that after been taxed in his business, he should come and pay tax on his savings from same business.

Please do well to educate me on this because am not getting it.

I don't agree with that figure. The agency in charge is obviously not reporting the right figure or the governor is intentionally giving the wrong figure.

All established companies and government workers by default get tax deducted from their salary.

The question is, is the governor really saying that the total number of bank workers, teachers, insurance workers, government workers and many other registered companies in lagos workers is only about 700k?

We don't need to think to much to know that the 700k figure is not accurate

I estimate workers working in these establishments to be at least 2-3 million. That is me being very conservative with my estimate

There are 2 class of businessmen, the informal and the formal one with legally-backed company.
The informal is the one you are reffering to e,g, a man selling clothes in a shop.

For these informal businessmen, they pay something I will call rental tax to the Lagos state government
because they don't keep adequate accounts to determine their real income. This means that
they are evading tax even if they pay some fees.

For the corporate business owners, their businesses are separate from them. They are workers in their
own businesses. So, the government is to tax them and their businesses separately.

When most businessmen talk about paying tax, they are offering to the rental levy charged by the government
or its agent which is not even close to the real tax percent.

How many companies actually pass on the tax? How many report correct number of employees? Is PAYE a state tax or FG tax?

That figure does not surprise me. At least 35% of Lagos population would be under 18. Of the adult population around 40% would have no official jobs that pays tax at source. At least 10% of government workers could still be ghost workers despite technology.

Even if they did not massage the figures downwards, it still won't exceed 1 million.

The poor planning, no underground rail or good roads make us see crowds in many parts of Lagos. It gives the impression of a huge population.

If 3 million people travelled underground daily and some areas de-congested by moving/rehousing around 2 million to the suburb, Lagos would look less populated. We still have no accurate figure for Lagos population.

You have created more confusion with your explanation. The informal businesses may actially be overtaxed. Go on and check the rate of businees failures of these informal businesses. Most of them rent shop and pay 2 years advanced rent. Pay levies etc. By 3rd year are unable to sustain the business because while they are loss making government still tax them. The formal businesses on the other hand that produce accounts report losses and are not made to pay tsxes as you pay taxes on profits only. Your analogy is therefore faulty.
Simply, the governor guffed if he sees only PAYE or personal income tax as the only and true basis for Taxes that Lagos receives.

if you have any reasoning in that shallow brain of yours you will understand that the Lagos state government cannot give 4.5 million (mostly from other regions and states especially from the East) a job because the state cannot afford it!

All shop owners in Lagos pay tax. As if the agbero people will let them be.

Governor Sanwo-Olu should learn to talk with fact as elections are over. He the number of boats bought by his government is still estimating. Tax earned by Lagos State through PAYE is in millions.
