CLEARANCE TO SOME OF YOUR COMMENTS Brothers and sisters, Some of your observations are valid and your fear about the polio is not completely unfounded . However, the solution to this problem is there in our Holy Book and the Sunnah of our Noble prophet – peace be upon him. Which is let us allow the experts we trust rule on the issue. Our problem is either the wrong experts spoke on the issue i.e. people who have no encyclopedic knowledge of the problem or we don’t trust those that have the knowledge. There is distrust of government and the west in general. So we are in a cul-de-sac now. If an expert comes out to support the polio eradication programmed adopted by the United nation (UN not USA – there is a difference) he is libeled as either an agent of the west or ignorant of the issue. On the other hand, if a scholar or a politician or any unspecialized person speaks against it he get undue popularity but at the expense of the health of the masses and ultimately the world at large. What is the way out? Education! The UN and Governments should embark; first and foremost, in educating the people and their leaders about the polio eradication program which started from 1988 in an attempt to use the same method small pox was eradicated, this before starting to execute it in the field. The UN has to work hard to dissociate itself from manipulations by the western powers especially on security issues, the main cause of the distrust Muslims have on the body. Thus if we truly understand this verse, this is the legitimate reason for the Muslim countries to join the United Nations. For anything that promotes peace, reconciliation, goodness, health and economic progress, Islam is for it. The prophet – alaihis Salam- said: “I truly witnessed in the house of Abdullah bin Jud’an (during the Jahiliyah period) a peace treaty I would not prefer in place of it a flock of red beautiful camels, and if I am to be invited for it during Islam, I will answer the invitation” Al-Baihaqy. Today all the Muslims nations are members in the UN, contributing their quota in promoting world peace, education, health and conflict resolution. The United Nations was founded in 1945 after World War II to end and prevent wars between countries, and to provide a stage for dialogue. It has many subsidiary agencies to carry out its missions. Prominent among them include the World Health Organization (WHO), the World Food Programme (WFP) and United Nations Children's Fund (UNICEF), all within the scope of the verse. The World Health Organization (WHO), WHO aims to eradicate polio like it successfully did with smallpox eradicated in 1980. As for the polio, it has also been successful in reducing the number of cases by almost 99% since the Global Polio Eradication Initiative was launched in 1988. No doubt that USA and other western nations exert a lot of influence on the UN more especially on security issues and have shown their double standards especially with relation to the flight of the Palestinians which has eroded any aorta of credibility accorded these nations in the eyes of the Muslims. Because of that many skeptics ask? Why is the UN most concern about Polio vaccination not so with malaria or other pressing health problems? People don't know that the UN and other NGOs like the Bill and Melinda Gates Foundation are spending millions in Malaria vaccines research which unfortunately is still not successful. However the polio virus vaccine is successfully developed, so do we wait for decades until when we get malaria vaccines before we try to eradicate polio that cripple our children? That is no logic. Evidently people are not informed and they base their decision on the little they know coupled with the deteriorating false political and economic situations imposed on them. This is a challenge to the western world, if truly we want the world to cooperate, and assist in eradication these communicable diseases, the west should stop assisting corrupt third world leaders that rig elections because of credibility question. The problem with polio which is a viral disease, for a person who refuses to be vaccinated can harbor the virus which will now be the reservoir for further infecting those that will not be vaccinated in the future. So instead of eradicating the disease and the stoppage of the vaccine inoculation, the whole world will continue to suffer from indefinite vaccination programme. Just because the world have given a blind eye to the political and security injustice prevailing elsewhere. This is the interconnection between health the socio-economic factors. I call on our people to cooperate, it is not an scheme to kill or depopulate the Muslim, but a cooperation between all nations to tackle a problem that face humanity which Islam stands for. What we need is to have credible leaders that will ensure that there is no foul play, adulteration and corruption in the process. May Allah guide us all. |

If they had only referred it to the Messenger, or to those charged with authority among them, the proper investigators would have the knowledge of it from them (direct). Only learned scholars and specialist in every field of endeavor should issue a fatwa. More especially in specialized fields. And if any person issues a fatwa that leads to the death of others is also directly responsible for such death. And the politicians that are afraid of the ignorant and popular beliefs even if detriment to their people are pathetic. In the case of vaccinations, combined experts in virology, immunology, pediatrics, principle of Islamic jurisprudence are needed to give such a fatwa. So far, all the Muslims countries except for some intellectually inconsequential individuals or extremists organizations have unanimously accepted the vaccinations including polio as beneficial in prevention and cure of disease. Prevention of disease and the seeking of cure are entrenched in Islam. Muslim narrated in the chapter 26 (chapter for every disease is a cure and the recommendation to seek for cure) Hadith number 5871 from Jabir who said: the messenger of Allah – peace be upon him- said: “every disease has a cure so when the medicine affects the disease the patient is cured by the leave of Allah the Al-mighty”. In Saudi Arabia, it is a prerequisite that a child present his 1st year vaccination certificate before he gets registered in school. With all the scholars both Islamic and medical experts in Egypt, there is no scholar of repute who denied vaccination. Many rich Nigerians now go to Egypt for medical treatment. I could remember in the Northern Nigeria since the years of the premier we were all vaccinated against cholera, CSM, smallpox, BCG, measles etc, and nobody raised any alarm. How can then today, people that are neither specialist in Islamic Law nor specialist in Medical sciences go public with such a fatwa in clear contradiction of the Quran? It means the Quran doesn’t pass through beyond their throat. Let us assume, they have the rights to their ijtihad, but that does not give them the license to kill innocent people that see otherwise? When do you kill people on suspicion?. This incident confirms that there are true terrorists among us that because of their shallow understanding of Islam have turned out to the greatest enemy of Islam and the prophet – alaihis Salam. In a Hadith the Prophet said there will come a time – in the end of time- when some youth who are apt to reciting the Quran – but will not pass their throat- will be killing Muslims. Today, you just need to disagree with them, then you become their hit target. Subhanallah! The Ummah has to wake up from its slumber and fish out these evil people. The prophet – peace be upon him said: “if people will see a transgressor and don’t clamp on his two hands, Allah will soon engulf them all with his chastisement” Abu dawud. Only the people can cure this evil. May Allah have His mercy on those murdered women and give solace to their children and relatives. May Allah protect us all from all evil. |

10 polio vaccination staff were shot dead on Friday morning at two locations in Kano state. The first incident happened around 9am at a clinic called Shargalle at Filin Cashew in Unguwar Uku when gunmen in a tricycle appeared and opened fire on the vaccination officers, killing two workers and wounding four others, hospital sources have confirmed. Earlier reports had said four of the workers were killed in the attack Eight other women were gunned down when another set of tricycle-riding gunmen attacked another clinic at Wuro Pagga along the Western By-pass as they were about to head out for the day's exercise. This is the first time health workers have been targeted in any attack and are coming on the heels of a proposed visit by the Inspector-General of Police to the Police College at Wudil later today. |

But yesterday, Ibrahim, a three-time former governor of Yobe State, said in a statement he personally signed that “there is no such award.” “I had a call and DHL delivery from one supposed professor of the University of Cape Town that I had received the Exemplary Grassroots Leadership Quality in Africa Award 2012 purportedly sponsored by the Rockefeller and Mo Ibrahim Foundations. My staff contacted the organizers who asked us to submit our names to their liaison officer in the South African High Commission for visas. They requested for no money and provided sufficient and contacts that gave the impression that they were real and we thought we were dealing with a campaign sponsored by Mo Ibrahim and Rockefeller Foundations in South Africa. “Understandably, I became enthusiastic and informed my colleagues, friends and family and received great support. Some friends began to organize to celebrate the event and even took out the publication in newspapers and the story spread rapidly. (Bukhari Volume 2, Book 23, Number 445) Narrated Thabit bin Ad-Dahhak:"And if somebody commits suicide with anything in this world, he will be tortured with that very thing on the Day of Resurrection. (Bukhari Volume 8, Book 73, Number 73) The condemnation Islam has towards suicide is so grave that it would be unthinkable for its followers to regard sex or VIRGINS as a reward if they were to take their lives. |

One week after arresting journalists who exposed the abduction of 84 youth by security forces, the Joint Task Force in Yobe has began releasing some of the young people. Reports from Damaturu, the Yobe State capital indicate that the Joint Task Force, JTF have started releasing some of the suspects arrested in various ‘mop up exercise’ particularly in Potiskum, a major town in the state. A source in Potiskum informed PREMIUM TIMES, Saturday, that “the JTF have been releasing the suspects mostly kept in the popular ‘Guantanamo’ detention center in batches since on Thursday.” He also said the release of the suspects may not be unconnected with the story ran by Al-Mizan newspaper which led to the arrest and detention of two journalists of the paper by operatives of the State Security Service, SSS since Monday morning. When contacted, the spokesperson of the JTF, in Yobe, Lazarus Eli, said there is nothing special about the release of the suspects because they have been doing such in the past. “Suspects are always released from time to time once we establish their innocence,” he said. Meanwhile, one of the editors of Al-Mizan has said that the paper has concluded all arrangements to go to court on Monday to press for the release of the two journalists. NEMA denies Killing of 15 Church Worshippers in Chibok Premium Times - 10 hours ago National, News NEMA said there was no targeted church killing in Chibok. The National Emergency Management Agency (NEMA) has denied a report claiming that 15 worshippers were killed in an outskirts of Chibok Local government Council of Borno State on Sunday. Though some of the reports claimed a source from NEMA provided the information, the agency, in a statement by its spokesperson, Yushau Shuaib, said it contacted the officer involved who denied making such statement. The agency said it also assigned a special team to investigate and verify the allegation which was later found to be unsubstantiated and untrue. Though NEMA refuted the church attack, it said its special team found that two people were killed by unidentified gunmen around the area on Sunday. It said their bodies had been deposited in a hospital. The victims were a security man and a bystander. NEMA said it could not classify the victims as Muslims or Christians because most of the attacks in that North-East axis are non-discriminatory between religion, tribe or section of the victims. “This could be deduced from the calibre of personalities including retired military generals, traditional rulers, politicians, public officers, businesspeople, security personnel, traders, students among other that were victims of such attacks,” the agency said. NEMA said it would never release figures of casualty in whatever form without concrete evidence and certification from relevant authorities including the medical personnel and security agencies. “The tradition of collaboration with stakeholder in information management during outbreaks of disaster in any part of the country is to eradicate erroneous impressions and misinformation as well as guard against unnecessary reprisal attacks from such speculations,” the agency said. Meanwhile, the emergency agency said it has provided relief materials to the victims of recent communal clash between Fulani and Gwari in Gwagwalada area of Abuja over encroachment on farmlands. “Two truckloads of relief materials that include beddings, food items, toiletries, medicaments and tents have been distributed to the victims who are currently squatting in a temporary camp on the Permanent Campus of the University of Abuja,” the agency said. |

AZAZI: END OF A DREAM The remnants of former security adviser, General Andrew Azazi, were committed to mother earth yesterday at Yenegoa, Bayelsa State. That was the last station of one of the chief players in the game of Nigeria’s national insecurity during the past decade. I knew little about the late General before the publication of a Nigerian Army Intelligence Corp (NAIC) report that indicted him in the colossal theft of weapons from the military warehouses in Kaduna and Jaji when he was the GOC 1DIV. The report was titled “Investigation Report into the Theft and Sale of Arms to Niger Delta Gunrunner by an Officer and Some Soldiers of the 1 Base Ordinance Depot Kaduna. It was submitted to the Chief of Army Staff (COAS). The report was published first by Saharareporters in 2010 and on it I wrote one of my longest commentaries in 2010 (http://fridaydiscourse..com/2010/11/discourse-340-nigeria-cannot-trust.html). It was really interesting reading that article and the comments that followed it. Two years after it was leaked, Nigerian authorities have to date not denied anything about the report. Azazi was promptly sacked as the Chief of Army Staff and compulsorily retired from the army by late President Yar’adua based on his role in the theft of the weapons. Let me recapture a paragraph that summarized the report from that article: “Briefly, the NAIC report contains details of how close to 7000 assorted weapons were stolen between 2000 and 2007 from the ordinance depots in Kaduna and Jaji. The theft was masterminded by one Maj. SA Akubo, who sold them to Niger Delta militants through Sunday Okar, the junior brother of Henry Oka, the MEND leader. It started with the discovery of the Jaji incident in February 2007, which renewed another inquiry into the theft that has been taking place in Kaduna when Gen. Azazi was the GOC of 1 DIV. Investigations revealed that the two incidents were related. Maj Akubo, Sgt Mathias, LCpl Alexander, LCpl Moses and LCpl Nnamdi were the principal culprits in the incidents. The Kaduna theft was investigated and suppressed by SSS when Lt. KKK Are was its DG in collaboration with Azazi and one Maj Gen Adekhegba, then Director of Military Intelligence (DMI). Azazi continued to cover up the case, first in his capacity as GOC 1DIV, then later as COAS. It took the discovery of the Jaji theft in 2007 and the tenure of another DG of SSS to mount a conclusive investigation. None of the recommendations of the NAIC report were taken seriously except the court-martialling and jailing of Ma. Akubo and the soldiers involved. Sunday Okar was freed and presently aiding Jonathan in the case of the October 1 Bombings against this brother Henry.” Payment for the stolen weapons were extracted from the state governors James Ibori and DSP Alamieyeseigha, said the report. Since the activity continued well through Jonathan’s tenure as the Governor of Bayelsa state after Alamieyeseigha was impeached, it is safe to conclude that the caches delivered during his tenure as governor were also paid by him. Only that the report fell short of mentioning his name since by the time it was submitted, he was already His Excellency, the Vice-President, but it strongly recommended that politicians involved in the scandal should be investigated to avoid a secessionist becoming the President of the country one day. Yar’adua was not swift enough, as usual. Before he could decide to probe Jonathan and other Niger Delta governors that were involved in the scandal, his health deteriorated in a manner that remain secret. This time it was not his kidney, we were told by reports then. Rather, it was his lungs. Some alleged that he was poisoned through a microphone but the truth may never be known, as the details of his illness are yet to be declassified by the Nigerian and Saudi authorities. What is known, however, is that the fear of the military panel that indicted Azazi came to pass, unfortunately for Nigeria. Goodluck Ebele Jonathan was sworn in as the President after the death of Yar’adua and the gates of the presidency and Nigerian security became automatically opened to General Azazi and his syndicate. After General Aliyu Gusau (rtd) left the NSA office to unsuccessfully pursue his presidential ambition, Jonathan did not go fishing for an NSA. Azazi was already waiting. He appointed him the NSA in spite of the indictment, or precisely because of it. Who can be safer than the person who an Ijaw man shared the secrets of gun running activity before, the brain behind its militant struggle and the architect of its secessionist dream? And who could be a better choice of DG SSS? Guess: A Niger Delta loyalist, Ekpenyong. The return of Azazi as the NSA witnessed the beginning of one the most violent phases of Nigerian history since after the civil war. First was the Independence Day bombings that were claimed by MEND. Despite the claim, the Jonathan political syndicate roped it on some northerners, principally Ibrahim Badamasi Babangida, in a move that will start a series of security blackmails to undermine the North. The nation was entertained even before any investigation would commence with this unbelievably awkward drama of the criminal on the one hand confessing “we did it” and the President on the other defending him by saying, “no you didn’t”. Raymond Dokpesi, the person at the centre of the allegation, a Niger Deltan and chief manager of Babangida’s campaign, would later be settled with a handsome payment of some billions of naira to his media AIT outfit. All the tales of the phone calls linking him to the bombings was thrown into the dustbin. Well, the office of the NSA, Azazi, took over the matter. Today, I cannot remember what became of it. It is one of the secrets that Azazi might have carried to his grave. But it might not be the only one sharing his grave. Along with this are those of several investigations involving illegal importation of weapons into the country and many ordinary matters that are within the jurisdiction of the police or the custom to handle which the NSA emasculated into his domain of influence. Then came the goldmine. Boko Haram. Activities of the group resumed and took a very violent form. Bombs started exploding in various places; some claimed by Boko Haram, others still remaining a mystery. Among the mysterious is the 2010 Christmas eve bombing in Jos. From some eyewitness accounts, it is still doubtful whether Boko Haram carried out that attack. But like the findings of every attack would be kept secret, nobody would be able to conclusively say what the truth is. What is certain is how the office of the NSA became the centre of the fight against Boko Haram. Together with DG SSS, the duo would hijack the entire security operations in the country with the SSS, this time, competing with the police in claiming for arrests of Boko Haram suspects. For the first time in the history of the country, we saw the SSS holding press conferences on matters that are essentially criminal. The whole Boko Haram saga is seen in the North as a plan orchestrated to decimate the region, which actually informed the initial apathy of the Jonathan regime to the crisis until the group started to hit Abuja. Immediately that happened, the President panicked and obliged virtually to anything that Azazi would request. I think he only turned down the suggestion to arrest Buhari, for which Azazi scolded him. We saw security share in our budget hiked to a whopping one quarter, for example, of which the office of the NSA would have the lion’s share. While the SSS itself with thousands of its operatives and branches nationwide would be allocated only N15billion, the NSA office with not more than 100 staff, most of them on secondment from different security outfits in the country, cornered N150billion. While as the NSA, Azazi has successfully caged the President in the Villa. Hardly would the President visit anywhere in the country. Azazi has also helped to raise the alarm that the North is not a safe place, causing a number of Ambassadors to relocate to Lagos. The manner in which markets are burnt, how the military goes about extra-judicial killings of suspects and even recent assassination of Mamman Shuwa clearly indicate that there is a hidden hand behind Boko Haram in addition to the yusufiya members that are known to the public. Many believe that Azazi is the anchor of Boko Haram, though the allegation cannot be substantiated beyond the angle of inference. Azazi tried hard to get the Americans to settle in the Niger Delta as part of its secessionist agenda. His call for strategic alliance with the Americans was politely turned down by the superpower. Judging through their long term strategic interest in the region, the Americans understood that an independent Banana republic of Niger Delta would not be a better secured place for Nigerian oil nor would their presence in the Chad Basin add any value to its strategic interest at a time it is trying to extricate itself from Afghanistan and other areas that brings its troops into direct contact with terrorists. It even refused to list Boko Haram among terrorist organizations, preferring to declare only three of its top leaders as terrorists. America did not stop there in punching Azazi’s balloon. It blamed the crisis on how the north is becoming increasingly alienated in the political and economic schemes of the country. On its part, America opened a cultural centre in the old city of Kano as a confidence building measure after the February 20 attacks by Boko Haram. By early this year, the way Azazi was messing up was becoming very evident. Jonathan came under pressure to sack him especially after he publicly accused the ruling PDP of causing the Boko Haram crisis. The President sought to reassure the North by appointing Col. Sambo Dasuki (rtd) as the new NSA. I did not hide my reservations when I negatively commented on the appointment then. Now my point is clear because after his initial tour of the crises-ridden states of Borno, Yobe and Plateau, nothing is heard from the new NSA again. The reason for the inaction of the new NSA had to do with the continuous presence of Azazi around the President. Until his death, Azazi was the de facto NSA; some would even say the de facto President. Jonathan could not extricate himself from him because of the elaborate network of Niger Delta terrorists and beneficiaries that have long held the President hostage. At the disposal of Azazi even after his sack were the privileges accorded every member of the President’s kitchen cabinet, a fact that became clear after the helicopter crash that terminated his life and security schemes. A retired person offered an executive governor a lift on a naval helicopter. Even with his demise, it is doubtful if the new NSA will have much say on the security of the country. The situation room of our internal security has long shifted from the NSA to the army headquarters. Azazi has died as one of the richest generals in the country. He successfully made a number of leading militants his partners in multibillion-naira security contracts, including the concessioning of our maritime security. With his death too the allegations of his multibillion-naira properties in Abuja and elsewhere may be substantiated. Sadly, he did not live long to enjoy them. He has also left behind the legacy of a conflict that only he understood. The Boko Haram insurgency will continue so long as it represents another tunnel through which our treasury would be looted massively, regardless of whom the bombs would kill – soldiers or civilians, Muslims or Christians. Despite its destructive nature, however, it can never break the North. Azazi has also left behind a dream of building an independent Ijaw nation unaccomplished, though there still remains its army of ‘pardoned’ and ‘rehabilitated’ militants, many of whom received additional military training officially under the amnesty program only to abscond thereafter. His departure has undoubtedly created a vacuum that few Ijaw would fill, more so if the roadmap to the realization of that dream was only in the custody of his brain. However, that is not the end of the story. He is leaving behind Nigeria – and the North that he worked so much to destroy. Both the country and the region have survived greater machinations in the past. Both of them will survive Boko Haram, the mutual hate induced crises in Plateau and Kaduna states, etc. The sun has set on Azazi but never will it set on this country the way some people think. Azazi might have died a hero of his people, understandably. He was buried at Ijaw Heroes Park in Yenogoa. In the military and post-Jonathan Nigeria, however, little of him would be remembered better than his criminal record as an accomplice in Okar’s gunrunning activity that led to his compulsory retirement, his anchor of Niger Delta terrorism, his manipulation of Boko Haram, the unguarded utterances that led to his vacation of the NSA office, and then, his violent end in a helicopter crash. Elders and youths from Peretorugbene, the hometown of the late National Security Adviser, General Andrew Owoeye Azazi, have kicked against the plan to bury the late General in Yenagoa, the Bayelsa state capital The immediate family of the late General in consultation with the Bayelsa state government had fixed the December 28th and 29th for his burial ceremony in the state, with plans to bury him in a site, within Yenagoa. Addressing a news conference in the state capital on Thursday, some natives of Peretorugbene in Ekeremor local government council of the state led by the Tonkepa of Oporomor kingdom, Chief Abeke Ebikake, described late General Azazi as a great leader who had tremendous respect for the Ijaw tradition and culture, hence their demand for his body to be interred in his home town. Also speaking at the occasion, the youth leader of Peretorugbene Kingdom, Mr Clement Ekpefa appealed to the wife of the late general to reconsider the decision of the family, saying the planned burial of General Azazi in Yenagoa is an “aberration.” Peretorugbene is a riverine community in Bayelsa. It is reported that the families decision was based on averting numerous helicopter flights that will be needed to convey the General’s corpse and guest to the community. The former NSA died in a helicopter crash in Nembe area of Bayelsa state on the 15th of December, alongside the former governor of Kaduna state, Mr Patrick Yakowa and four others. As part of funeral activities for the late General Owoye Azazi, a service of songs was held in his honour in Lagos on Wednesday.
