2.) The burden of proof is on the accuser, not for the "accused" to come up with proof to DENY the accusation.

For all intent and purposes, ALL INFORMATION AVAILABLE about the boy does not show any relationship to him being a gang member .....
thus, we cannot assume he is a gang member!
