1. Sign in to your account and click dashboard then check the list on right side..you will see something about domain.
2. Select make offer for your type of listing
3. Fill in the domain and reserve price
4. Submit the domain to get verification email

I did this on chrome yesterday and it accepted my card payment.
I'll also suggest that you don't try to overuse the promo on one account, buy some, take some time out, buy again.

Morning guys. Is it a good idea to register names with other cities or countries aside America? Some could be non English speaking, won't the barrier in language hinder sales when sending outbound letters?

Some countries prefer the name in their language than in English, take Germany or Mexico for instance.
What I do with such names is I send the outbound in their languages. i.e. german, spanish etc
The barrier in language doesn't stop them from selling their products/services to english speaking countries so that shouldn't be a problem.
Google translate makes it easier.
