I will say both. Just like what enjoyment1 earlier posted here; the Prison head, would have been the chief head here, who allowed his subjects indulge in this act. They (warders) would have really been actively involved in this. Not sure what the judicial term is: But what's it called when a prisoner helps a cop with a case and in return gets a lesser amount of time in jail.
