Oba of Lagos has never said that. What Kabiyesi said was that the throne of Lagos is Bini.

The foreigners, ignorantly, associate the throne with the land, and erroneously deduce the land must also belong to Benin, which is not the case.

Kabiyesi never said Lagos belong to Benin.
