If there is a problem at any business it is the shareholders who decide how to sort it out not the public.

That might be newsflash in your part of the world, but it's regular in most developed societies. When conflict of interest is possible/likely, independent prosecutors/investigators are chosen to remove all doubt (cue even Trump and Mueller). If Adesina has nothing to hide (and I think he doesn't), then he should let this go ahead. The board of governors still have to act on the report.

It's a tussle between AFDB and IFC/World Bank. AFDB is taking a lot of deals away from IFC because they are cheaper and more flexible, I believe.

Rubbish. This is simply a witch-hunt and nothing else. A comprehensive investigation was already conducted and Adesina was cleared of all the allegations. The US government is simply trying to impose a stooge just to be able to control the ability of the bank to support African countries. The extract in bold clearly exposes their intention. The United States and the World Bank are development partners to the AfDB, and as such their powers ought to be limited. Africans need to take ownership of their institutions and issue strong warnings to these development partners. Persons who are always at the forefront of African development are taken down by the western powers through their proxies, for example, Patrice Lumumba, Muammar Gadaffi; and other African leaders watched helplessly as this went on. The Chinese are not left out.
