I don’t know how you find him responsible for the shooting if he didn’t do the shooting, which you at least agree with.
Legally, you can’t punish people by proxy. Until you (in reality the state prosecution) can establish he gave specific and direct instructions to his security details to shoot the victims, then he can’t be charged for anything.
