I lost my ID in Ukraine one time and I went to the station for a police report, I was shocked when the Ukrainian police billed me for a hryvnia equivalent of 20 euros before they will give it to me. I had to pay or else they won't do it to me.

Apart from Russia, the other EU countries are catching up, and their police are not as corrupt as say ten years ago.
