The definitions are not based on whether a president was eventually sworn in or not. We need to stop robbing ourselves of common dignity by constantly looking for ways to create excuses for our elected officers.

1993 has for a long time now been known as the year of our third republic. To attempt to erase that simply because we want to save an official from being wrong is simply dishonest. If you want to move the marker, at least start by making sure you re-write the rules, and history first.
