Nigeria’s newly increased tax on alcohol and tobacco is not targeted at local manufacturing industries, the country’s finance ministry has explained.

PREMIUM TIMES reported the new tax rates which commenced on Monday.

The finance minister, Kemi Adeosun, said the new excise duty rates would spread over a three-year period from 2018 to 2020 in order to moderate the impact on prices of the products.

She said that under the new rates for tobacco, in addition to the 20 per cent ad-valorem rate, each stick of cigarette will attract one naira specific rate per stick; that is N20 per pack of 20 sticks in 2018.

In 2019, tobacco will attract two naira specific rate per stick or N40 per pack of 20 sticks.

The minister said that by 2020, tobacco would begin to attract N2.90 kobo specific rate per stick or N58 per pack of 20 sticks.

In a statement on Sunday, the finance ministry explained that imported alcoholic drinks and tobacco had higher taxes.

“Contrary to claims that the rates were selectively imposed on local manufacturers, there is currently a 60 per cent duty rate imposed on imported alcoholic beverages and tobacco as part of measures by the Government to encourage local production and protect local manufacturing industry,” the ministry said in a statement by its spokesperson, Hassan Dodo.

The attention of the Federal Ministry of Finance has been drawn to media reports that the new excise duty rates approved by President Muhammadu Buhari on alcoholic beverages and tobacco were targeted at local manufacturers.

2. The Ministry wishes to unequivocally state that the new excise duty rates which came into effect from Monday, 4th June, 2018, were not targeted at the local manufacturers.

3. The new excise regime seeks to achieve a dual benefit of raising the Government’s revenues to support the nation’s growth and reducing the health hazards associated with tobacco-related diseases and alcohol abuse.

4. Contrary to claims that the rates were selectively imposed on local manufacturers, there is currently a 60 per cent duty rate imposed on imported alcoholic beverages and tobacco as part of measures by the Government to encourage local production and protect local manufacturing industry. It should also be noted that beer and stout are currently under import prohibition to protect the industry from unfair competition from foreign brands.

5. In addition, other locally excisable products such as non-alcoholic beverages, cosmetics, perfumes, corrugated papers or paper boards and cartons have no excise duties.

6. We wish to clarify that the approved excise duty rates followed all-encompassing engagements with key industry stakeholders by the Tariff Technical Committee (TTC), of which Manufacturers Association of Nigeria (MAN) is a member. The stakeholders’ engagements contributed to the final recommendation.

7. The Federal Government remains committed to the industrialization agenda and shall continue to put in place fiscal policy measures to protect local manufacturers and stimulate the growth of the economy.

Gov. Bello’s Excuse For Non-Payment Of Salaries After Incurring N45b Debt In Two Years Laughable – PDP


The Kogi State chapter of the Peoples Democratic Party (PDP) has described as laughable the excuse that it is owing workers in the state twenty four months salaries because it is servicing inherited debt from previous administration.

In a statement issued and signed by Achadu Dickson, Director Research and Documentation in Lokoja today, PDP lambasted the APC administration under Gov. Bello, described it as a sinking ship that is looking for every excuse to hide its shame and failures.

The PDP said the Capt Idris Wada administration handed over a state that was financially buoyant, with a debt profile of only N800million, to the present administration, lamented that in just two years of the APC administration the state is now indebted to the tune of N45billion.

While it is on record that Kogi State under Capt Wada was the least indebted state in Nigeria, little wonder under the APC led federal government administration it was to source N50billion as bailout, which the Bello administration got but wasted N20billion without paying the workers it was meant for.

The PDP says it remained proud that under its administration in the state all Kogi state workers got paid as at when due, lamented a situation where after sacking about 15000 workers in the state, Gov. Bello is still not able to pay salaries.

While noting that it is on record that the present administration squandered a N10billion loan it accessed even without the approval of the state assembly on account of the state workers, said Gov. Yahaya Bello is looking for excuses over his inability to pay salaries of workers who on daily basis are dieing by committing suicide, due to hunger, sicknesses, which could have been avoided if they had been paid.

While calling on the APC administration to either apologize for its failure having raped the state dry, the PDP says it is happy that Gov. Bello’s administration can point to about fifty water projects, hospitals, Schools, Kogi House, Kogi Hotels, the Confluence Park, and the completed Diagnostic Health Center it is repainting as some of the numerous projects it inherited.

The PDP says it make bold to challenge the APC administration to list projects it has initiated and completed in spite the several billions of Naira it has received, aside from a tale of corrupt enrichment by few persons in the administration which can be verified from personal properties in and around the state as well as in Abuja.

The PDP call on the present administration to remain silent if it has nothing worthy aside lies it can use in deceiving Kogi Citizenry as it’s time no doubt has come to an end as can be observed from the fractionalization within the party.

Finally, the PDP says it last administration is on record to have received averagely N2.5billion monthly, yet paid salaries of those the present administration described as ghosts.

“Unfortunately, after Gov. Bello’s sack, and with an average of N4.5billion monthly, outside several interventions as bailouts and loans, the administration is owing workers for twenty four months.”

The PDP notes therefore that if the present administration of Gov. Bello for reason of shame fails to apologise to Kogi people publicly, it would no doubt do so before the Creator, as a crime against the people of the state is certainly a crime against the Almighty Creator.

The Asset Management Corporation of Nigeria (AMCON) on Friday took over the asset of Sea Petroleum & Gas Limited and its affiliated companies.
The company is promoted by former Minister of Aviation and Nigerian senator, Stella Oduah.

A statement by Jude Nwauzor, AMCON spokesperson, said the organisation took possession of the company’s asset around 11:00a.m Friday


The decision followed a judgement by Justice M.S. Hassan of the Federal High Court Lagos Division which granted an injunction against Sea Petroleum Oil & Gas Limited, on the application of AMCON.

“Princess Oduah-Ogiemwonyi, a serving member of the 8th Senate of the Federal Republic of Nigeria has been having a running battle with AMCON over her inability to settle her huge debt of nearly N20billion,” Mr Nwauzor said in the statement sent to PREMIUM TIMES.

“AMCON purchased the Eligible Bank Assets (EBAs) of Sea Petroleum & Gas Limited from Union Bank Plc sometime in 2012. But despite the overtures and genuine efforts made by AMCON to reach an amicable settlement, the Senator and her co-promoters have remained recalcitrant.

“Having exhausted all avenues of peaceful resolution of the humongous debt, AMCON had no other choice than to refer the matter to court.

The order also affects Princess Stella Oduah’s other business interests for which AMCON has since appointed Moyosore Jubril Onigbanjo, SAN as Receiver over the assets of Princess Stella Oduah-Ogiemwonyi; Sea Petroleum Oil & Gas Limited; Sea Petroleum and Gas FZE as well as Star Tourism and Hotels Limited.”

The court also ordered the freezing of the funds of Sea Petroleum & Gas Limited and its affiliated companies and principal promoters held anywhere by any entity or persons in Nigeria, the statement said.

It also authorised AMCON and its Receiver, Moyosore Onigbanjo, to take over all assets pledged as collateral for the facility by Sea Petroleum Oil & Gas Limited.


“Justice Hassan specifically ordered Sea Petroleum Oil & Gas Limited and its affiliated companies to hand over the company’s business, which sits on over 9000 square metres of land in the fastest developing area of Lagos State along the Lekki-Epe Express Way; two Tank Farms of 500 metric tonnes capacity; a property at Maiyegun Tourism Zone, Lekki Peninsula Scheme 11, Lagos Island and a filling station complex at kilometre 14, Lekki Epe Expressway, Ikota, Lagos State,” the statement explained.


“The court order also listed a host of other assets across the country including Plot 2,block 12C, Babafemi Osapa Crescent Lekki, Lagos State; Block 5, house 4AMobolaji Johnson Estate, Lekki, Lagos State; Office/filling station at Jakande, Lekki, Lagos State; Office complex 1,2 and 3 km 14, Lekki-epe Expressway , Ikota, Lagos State; Filing station Complex at km14, Lekki Epe Expressway, Ikota Lagos State; Staff residential Quarters, Ikota Lagos State; E25-E36, Gat Oboh Drive, Millennium Estate, Oniru, Lagos State and F3-F5, SPG Road, Millennium Estate, Oniru, Lagos State. The rest include, SPG Agungi 2 Lekki Lagos State; Office/Filling station complex at Funmilayo Ransome Kuti, FCT, Abuja; Gas plant at Karu, FCT, Abuja; Filing station Complex, Lugbe, FCT Abuja and Agriculture Farm at Kuje, FCT Abuja.”


In compliance with the order of the court, AMCON said it simultaneously took possession of the asset of Sea Petroleum & Gas Limited and its affiliated companies.
It said further that the Court in granting the injunction ordered the Inspector-General of Police, Assistant Inspectors-General of Police, and the Commissioner of Police in charge of Lagos State, their deputies and all other police officers under them to assist Mrs Onigbanjo, the Receiver and the Bailiffs of the Federal High Court in the enforcement of the orders.
