Awka, 7th July 2022(MOI) The Anambra state commissioner of Environment, Engr Felix Odimegwu urges contractors engaged to evacuate wastes in all the 21 Local Government Areas in the state to work round the clock.

Speaking with journalists immediately after the inauguration of the newly constituted, Anambra State Waste Management(ASWAMA) board in the Exco chamber of the Governor's office.

The commissioner, made it known that Mr.Governor, Prof.Chukwuma Soludo is result orientated and doesn't want excuses.so contractors must work in line with his mission statement in creating a liveable, clean, and green Urban dwelling in Anambra state.

In his words, Engr Felix reiterates that all the contractors engaged must work day and night to clean up the state because Anambra is having a population explosion due to its commercial activities. Therefore, waste evacuation must be properly managed because we generate waste in all our activities.

The commissioner made it known that the ministry has created a weekly chart report where all the activities of each contractor will be recorded and any contractors failing to meet up with the percentage of work given will have their contract terminated."

They are going about it the wrong way to show how once again he got his appoimtment at ASWAMA wrong. Appointing big contractors is the wrong way to go about it other than evacuating waste from markets. The state government needs to establish depots, incinerators and landfills around cities and then buy waste by volume. Entrepreneurs will bring the waste to them. At the same time they need to charge every single commercial entity waste fees - market stalls, shops, restaurants, hotels, multi tenant buildings.

First the positives on Awka. Its relatively small and dense so it's easier to build roads. It's also undulating so with sensible drainage, it's easy to discharge water. The negatives of Awka are the lawless motor parks, keke riders and markets which the government has allowed and encouraged. All the breeding grounds for touts is around transport and the markets.

To transform awka the govt has to ensure all parks are walled off and ban side road loading. All buses must register with a park and have an authorized route plan with established stops or not operate. It has to get rid of keke from all the major roads and junctions. Zik Ave, Oby Okoli, Ifite. The only buses allowed should be 14 seater buses with chinese shuttle buses phased out slowly.

The eke awka market should be scaled down in phases. The frontage buildings adjoing the corner of zik ave and Arthur eze should be removed immediately leaving a setback with parking replacing it . The entrance to the market should be further back near St Mary's Church. New markets should be established in okpuno and ifite with proper planning for entry/exit and parking and security.

A special mobile vigilante unit should be established to arrest touts and financed by market and transport levies.

I understand that Soludo asked Bayern to setup an academy in Anambra but truly that is not Bayerns job but Anambra states. They should get some of the ex SE players to help design and set it up. Emenalo has experience with Chelsea and could offer advice as well as Amunike. The academy is like a school. The recouping comes from player contracts which is significant over an 8-10 year period. An academy could technically receive 10% or more of future transfer fees. Chelsea has received over 200 million pounds since 2015 from players in its youth academy. So a reasonably successful academy in Nigeria could make at least 20% of this. But the investment on players in terms of unearthing talent, teaching football fundamentals and proper nutrition and physio is significant.

The state should do the same for Basketball by providing proper courts and competition.

Eastern government is full of a lot of dummies. If you are doing waste management why drop large receptacles on roads? Lagos with its millions of people don't do it. Nor Abuja or Port Harcourt which generate far more waste. This stupid idea started with Sullivan Chime in Enugu who Obi now copied and the rest is history.

Soludo should go study how waste collection by private operators is done house to house while government collects waste tax and provides depots.

While they are at it, they better start tarring inner roads in cities.

The way you handle this kind of tenant is you go to a customary court to claim the arrears of rent plus mesen interest. Those cases take less than a month to conclude and the tenant will run once he is served the notice. If he runs, open a police case on him on theft and pursue it to the end so other tenants will fall in line.

Soludo is going about things properly. Security top of the agenda. They should bring back community vigilantes and recruit intelligence officers. There are no unknown gunmen. Those boys buy food, recharge card, have girlfriends and wives. They all have criminal backgrounds. Look hard enough you will find them. I wish Soludo will go see the Israelis or the US for assistance. In six months they will profile and geolocate all these criminals. There shouldn't be amnesty for killers.

Secondly, he should setup a road fund by metropolitan area. One part should come from FAAC allocation, one part should come from levies on business and property and one part should come from donations.

Onitsha with over 50,000 commercial buildings should levy 100,000 per building or 5b for Onitsha roads, the state should kick in a matching amount or 10b per year for Onitsha roads. 10b will build at least 20km of road per year. Same goes for Awka which is half the size. All should be transparent.

The state govt also needs to regulate and relicense all commercial transport operators. Their vehicles must be inspected every year for roadworthiness, insurance and all drivers must be identified and have valid driving license and be traceable. Bus parks should be created and keke should be phased out in cities over a 4 year period for bigger higher capacity 15-20 seater buses with entry doors and boarding aisles not toyota minibuses.

Hillview Estate Onitsha

The Anambra State Housing Development Corporation,has removed structures at Hillview Estate, Nkwelle-Ezunaka erected in contravention of structural codes guiding development in the area

The team, led by the Head, Development Control of the Corporation, Mr Ben Nwofor, said that the developers of affected structures failed to follow the mandatory consent for structural development issued by Anambra State Government through the Anambra State Housing Development Corporation.



Correspondent Blessing Uchendu reports that the enforcement team comprise officials of Anambra State Housing Development Corporation, and security agents, among others.

On arrival at the estate, it was discovered that structures were either erected on roadsides, waterways or private property.

The team leader, Mr Nwofor, in an interview, said that the Board’s mandate is to ensure controlled development across the estate, pointing out that the erected structures contravene the building code existing in the estate drawing.



He disclosed that the Board issued directives to developers of the structures against building without the approval plan and wondered why they defied the order and advised developers in that estate to have a rethink.

On her part, a surveyor with the Anambra State Housing Development Corporation, Mrs Oluebube Godwin, said that the reason for the approvals is to ensure that projects are appropriately sited. UPSOT

Hillview Estate is managed by Anambra State Housing Development Corporation.

To control haphazard development all building engineers on projects in Anambra should be licensed. To be licensed they must submit professional qualifications and take an exam in person which should include knowledge of Anambra and federal building laws. The license must be renewed every 5 years. They must provide a license when a building plan is submitted. Failure to adhere to plan and state should cancel the license of the building engineer and prosecute the landlord with cost of structural removal and jail time.

Soludo clearly stated that they are still doing account and documentation. The N300million is just for one account out of many as at 31st December last year.

As a professional economist, he "Soludo" will not make what is not yet confirmed known to public. It's obvious that Africans do not listen/read to understand but to oppose.

Soludo is stating figures from the audited report of Dec 31, 2021. It is no secret that the Obiano administration was wasteful and highly corrupt for the better part of 6 years. His Awka flyovers for example were costed at over 13 billion naira from just 1 billion the Obi administration projected. He was spending over 20 billion naira a year or 20% of the budget maintaining a retinue of aides and special advisors. All these figures are openly available from Anambra Ministry of Finance.

The going will be tough for Soludo. The state government receives roughly 4 billion from FAAC and 3 billion from IGR per month. It spends around 3.5 billion on operations and almost 1 billion on debt servicing.

Soludo will not have the capital to do anything significant for at least a year. This is why he was talking taxes removing agbero from streets to shore up revenue and volunteerism. He will inevitably have to beg anambrarians for money via a diaspora fund or adopt a school, adopt a clinic, adopt a road programs.

Former CBN governor, Prof Charles Soludo wins Anambra governorship election

The newly inaugurated Governor of Anambra state, Professor Chukwuma Soludo in an interview with Arise News has stated that he inherited debt to the tune of N109 billion from the previous administration.

While speaking during the interview, the Governor was asked about the funds available to his administration, he started by saying that the audited statement of the state was published on the 31st of December and so is a matter of public record.

Then he went ahead to state that the cash available for the state was about N300 million to N400 million, while the state has a debt of N109 billion. He said however that the fund is the baseline as they would need to look into other contingencies, contractor debts, draw the line and then move on.

Sequel to the public outcry on the heaps of refuse/waste that have turned out to be landmarks on many strategic points in Onitsha South - we the members of Odimma Onitsha South Community came to the rescue in the areas of fact finding to know the root cause(s) of the uncanny sour situation and a possible solution(s) to ensure immediate evacuation of the waste and further to forestall future occurrence.

On these foregoing notes, WE, the Members of Maka Odimma Onitsha South Community (a pressure group formed by notable residents of Onitsha South) swung into action to unravel the mysteries behind the ugly trend of non-evacuation of refuse from our environments - which have become a time bomb as epidemic may very likely break out from such pillages of dirt.

Earnestly, Maka Odimma Onitsha South commenced with a search for the mobile phone numbers of the Chief Executive Officer (CEO) and the Manager of TIPLINE Waste Management Company - who heads the company that were charged for refuse evacuation in Onitsha South and its environs.

Members rallied and secured the mobile phone numbers of both men and calls were placed across to them to secure an immediate meeting with them - which the Manager obliged, and Sunday 13 March, 2022 was booked for an interface by 10:00am at the Company's office located along Port Harcourt Road by Aniekwe Street, Fegge Onitsha.

The Administrators of Maka Odimma Onitsha South converged on the said venue of the meeting as scheduled and after some lighter banters - the meeting commenced by 10:27am.

Those in attendance during the introductory speeches were;

After the opening speeches and self introductions from Representatives of Maka Odimma Onitsha South - the TIP LINE manager, Mr Achike welcomed us very warmly and promised to lay bare every truth as it concerns the non evacuation of refuse in the recent times in Onitsha South and even beyond.

In his response, Mr Achike informed us that the CEO of TIP LINE do not usually stays within, but he officially represents TIPLINE, when he started giving us some insights about their work in Onitsha South and their resolve to be serving the people better.

But he shook his head in disbelief when he decried many government policies and bureaucratic bottlenecks that have been hampering the smooth operation of their work.

The Manager, enumerated several challenges mitigating against them in discharging their contractual obligations which includes but not limited to the following;

a. Closing of the dump site

b. Owing the company several months arrears by the State Government.

c. Ban on the night dumping of refuse/waste

d. High cost of diesel

e. High cost of spare parts

f. Government nonchalant and insincere attitude towards waste management in the State

g. Removal of waste receptacles from some designated areas

h. A heavy deductible taxation of 17% from the monthly payment they received from the State Government as against the original 5% deduction.

On narrowing down the foregoing points he raised, Mr Achike took time to tell us that, the dump site they were using were sealed up as their request for proper waste disposal management and waste to wealth initiative has always fallen on the deaf ears as the government paid no attention to their requests.

Furthermore, to evacuate waste during the day (if dump site become unsealed) with such gridlocks along the Onitsha-Owerri Road on daily basis is totally a herculean task as vehicles can't do more than three trips in a day.

The manager stated that, Onitsha South do generate more than 16 tonnes of waste daily and they needed to be evacuating same every night but the government ban on night dumping of refuse worsen the situation as no one can actually do the magic during the day due to commercial activities.

He arithmetically worked out what it means to generate 16 tonnes of waste daily and evacuating only six of such tonnage due to traffic and another 16 tonnes being generated the next day - the pillage goes on and on unabated.

The manager, Mr Achike further stated that, people plying Ugwunobankpa through Modebe Avenue from Nkpor, Obosi, Omagba etc, were contributing in the waste pillage in Onitsha South as many residents of the aforesaid areas do come down with their waste to Onitsha South on their way to the markets and work places.

He made us to understand that the government has refused to shift grounds on the requested financial increment for the company, as according to him, "the prices of

There needs to be a new approach to waste management. The government should pay companies by kilo for bringing waste to depots around a city and pay by type like plastics to encourage sorting and recycling. The government's role should be to ensure all households and businesses in cities pay waste fees.

They should also create large compost dumps for waste to sell compost for farmers.

A lot of small entrepreneurs will jump into the business. It will be far cheaper than paying one company to evacuate it.

About building hotels for ICC, the government should first get ICC to function at a high level before investing in another hotel and ensure it doesn't destroy business for Agulu Lake Hotel.

The same goes for proposals for Onitsha ICC. Let the one in Awka be an outstanding success over 6 years before investing in another.

The hotel in Onitsha which was abandoned should be concessioned off to private investors. If there is a business case it will be built otherwise its a white elephant.

The Ogbunike Anambra Footwear Makers on March 5, 2022, mounted an impressive exhibition of their products at Golden Tulip Agulu, same day the Anambra 2022 Transition Committee rounded up their deliberations and submitted their report to Governor-Elect Cee Cee Soludo. They said it loud and clear that they have the capacity and expertise to meet any order, quality and quantity wise. Their coordinator and managing director, Anambra Small Business Agency, Clem Chukwuka, affirmed their optimism, noting that both quantity and quality will receive further boost when the state-of-the-art machines already procured are put to use. Soludo on arrival at the venue inspected the products and expressed satisfaction with the quality and innovations.



Almost all the members of the Transition Committee who visited the exhibition stand also expressed surprise that the world-class products are made in Anambra. This is understandable because Anambra does not scale up on the supply side when footwear is on a consumer’s mind. He or she would naturally think of markets like Italy, Spain or Aba which have long been associated as sources of footwear. This perception needs to change as precondition for Ogbunike footwear to fully exploit opportunities in the local and global footwear markets.

A successful trade exhibition should have at least 50-100 exhibitors and at least 5,000 attendees made up of large and small buyers.

For footwear and accessories, Nigeria is a large market with over 80 million adults and children living in urban areas. This is what any low-cost manufacturer will see and be attracted to attend this kind of trade show. But it requires a lot of marketing and smart experienced conference professionals.

These exhibitions would showcase the state and when the Anambra state government has its industrial layouts in place could stimulate visting companies to choose the state as a location for companies setting up factories for production.

We need more school trips like these to help spark their interest in many professions and fields of endeavour! One thing our states in the south-east should have is a state or regional science exhibition centre....a fun and engaging place where families and school kids can visit to get a hands-on experience of some of the things they learn about in class. The centre can have a astronomy section where they can marvel at the wonders of the universe and get to have a close-up look at the moon, planets and the milky-way and other galaxies through powerful rooftop mounted telescopes!

Exactly. The state should push for Science, Art and Cultural Museums with patronage by wealthy anambrarians. Nnewi would be a good home for an Automobile museum. There are a lot of cars, motorcycles old and new that can be displayed there for children and tourists to visit. Onitsha would be a good home for an Arts and cultural museum being the birthplace of Onitsha Market Literature and Nollywood showcasing Nigerian and Igbo art, sculpture, literature, music, and entertainment with the support of the Onitsha Royal Kingdom and Onitsha indigenes. Awka would be good for a Science Museum housed within the Kenneth Dike Library complex grounds.

Any commercial building with this type of capacity should have used central cooling for many reasons. One is maintenance. Its easier to maintain two to 6 rooftop units than 50 split Two is safety. 50 split units in one room can trigger a fire. Three is space. Putting it in the roof frees up space from the sides. Four is efficiency. Its easier to cool a hall from above than from the sides.

All the shopping malls built in Nigeria have central cooling systems including Onitsha Mall built by Africa Capital Alliance.
