Lagos is a Yoruba state. Other tribes can live there provided they know their boundary. If a Yoruba man can't contest as a governor in Anambra, Imo, Enugu etc though he lives in those places, then Ibos too can't become governor in Lagos.

He can go back to his home state and contest. Fayose a Yoruba man tried contesting in Oyo state but he went back home to Ekiti and became their governor.
