The story starts in the White House, where Monsanto often got its way by exerting disproportionate influence over policymakers via the "revolving door". One example is Michael Taylor, who worked for Monsanto as an attorney before being appointed as deputy commissioner of the US Food and Drug Administration (FDA) in 1991. While at the FDA, the authority that deals with all US food approvals, Taylor made crucial decisions that led to the approval of GE foods and crops. Then he returned to Monsanto, becoming the company's vice president for public policy. Thanks to these intimate links between Monsanto and government agencies, the US adopted GE foods and crops without proper testing, without consumer labeling and in spite of serious questions hanging over their safety. Not coincidentally, Monsanto supplies 90 percent of the GE seeds used by the US market. Monsanto's long arm stretched so far that, in the early nineties, the US Food and Drugs Agency even ignored warnings of their own scientists, who were cautioning that GE crops could cause negative health effects. Other tactics the company uses to stifle concerns about their products include misleading advertising, bribery and concealing scientific evidence. |

On Wednesday, Health Minister Beth Mugo announced a ban on foods containing GM ingredients, effective immediately, pending tests on the health effects of the foods. Ms Mugo said health officials would ensure GM foods are removed from sale while tests are ongoing. She said, “My ministry wishes to clarify the decision was based on genuine concerns that adequate research had not been done on GMOs and scientific evidence provided to prove the safety of these foods.” The health minister added, “Where there is apprehension and uncertainty regarding the safety of food products, precaution to protect the health of the people must be undertaken.” A French study released in September linked consumption of GM maize to development of cancer in rats. However, since the study’s release, its reliability has been the subject of much debate. Although many scientists have criticised the study, released by researchers at the University of Caen, the Soil Association’s head of policy Peter Melchett said the team used the same methods regulators require in their licensing processes. Having stated in October that the study is currently inadmissible as clear evidence of health risks associated with GM crops, EU watchdog EFSA said it will release a full appraisal of the study before the end of the year. Research organisations in the EU have called for more transparent testing of GM crops, in order to establish once and for all whether adverse environmental and health effects can arise from using the crops. |

Nicolas Sarkozy, French President: They have been robbing Africa since long The African nations therefore have access to only 15% of their own money for national development in any given year. If they are in need of extra money, as they always are, they have to borrow from their own 65% in the French Treasury at commercial rates. And that is not all: there is a cap on the credit extended to each member country equivalent to 20% of their public revenue in the preceding year. So if the countries need to borrow more than 20%, too bad; they cannot do it. Amazingly, the final say on the CFA arrangements belongs to the French Treasury, which invests the African countries’ money in its own name on the Paris Bourse (the stock exchange). It is, again, the Colonial Pact that demands that France has the first right to buy or reject any natural resources found in the land of the Francophone countries. So even if the African countries could get better prices elsewhere, they cannot sell to anybody until France says it doesn’t want to buy those natural resources. It is again the Colonial Pact that demands that in the award of government contracts in the African countries, French companies should be considered first; only after that can Africans look elsewhere. It doesn’t matter even if Africans can obtain better value for money elsewhere, French companies come first, and most often get the contracts. Currently, there is a case where just before the elections in Cote d’Ivoire, the Gbagbo’s government wanted to build a third major bridge to link the central business district (called Plateau) to the rest of the city, from which it is separated by a lagoon. By Colonial Pact tradition, the contract must go to a French company, which incidentally has quoted an astronomical price – to be paid in euros or US dollars. Not happy, Gbagbo’s government sought a second quote from the Chinese, who offered to build the bridge at half the price quoted by the French Company and payment would be in cocoa beans, of which Cote d’Ivoire is a world’s largest producer. But the French said, “non, you can’t do that”. Under the Defence Agreements attached to the Colonial Pact (which were run by the French defence ministry ), Paris had the legal right to intervene militarily in the African countries, and also to station troops permanently in bases and military facilities in those countries, run entirely by the French. Overall the Colonial Pact gives the French a dominant and privileged position over Francophone Africa? In short, the Colonial Pact has created a legal mechanism under which France obtains a special place in the political and economic life of its former colonies. This is surely a big scam instituted by the French to continue to steal resources from Africa in order to survive. France would be poor and worst off without this “legitimate” neo-colonial day-light robbery. It is time Francophone Africa wakes up to this reality that although they claim to be independent, there is hardly anything independent from the French. Francophone Africa is not independent, the French are choking them and making them poor when they should have been able to reduce poverty and improve on their infrastructure. It is a shame that the French should be living off the meager resources of these poor African states and this has made worse the poverty situation in most Francophone Africa. They say they are developed and that they eschew corruption and embrace all those nice virtues, but behind the back, the French are really starving Africa. It is these resources that should have been used to alleviate poverty that has made the French what they are. This should not happen in this day and age. What right do these French people have to decide the fate and destiny of Africans? Why can’t Francophone Africa tell the French to get off their back, for them to have meaningful development? (AFP Photo) The Pentagon’s spy agency is to be reformed into a military sibling of the CIA with 1,600 clandestine operatives collecting intelligence overseas five years from now. The civilian spies will train and oversee them. The prime targets for the overhauled Defense Intelligence Agency (DIA) would be Chinese military, Iranian and North Korean arms transfers, and Islamist militant groups in Africa, reports The Washington Post, citing a number of officials. Most spoke on condition of anonymity because of the classified nature of the project. The plan is likely to raise concerns that the expansion of DIA’s clandestine operations will be accompanied by an escalation in lethal strikes and other missions outside public view. There is a potential oversight gap due to differences in legal requirements between military and civilian spies. The Pentagon wanted to beef up overseas DIA operations as early as under Defense Secretary Donald Rumsfeld, but at the time it led to turf conflicts with the CIA. Now the civilian agency is supporting the reform, because it will keep much control over DIA missions. The DIA operatives “for the most part are going to be working for CIA station chiefs,” one congressional official said. A CIA clearance will be needed to enter a particular country or recruit an informant. The military’s interest is to collect intelligence on subjects that the CIA would not cover for some reason. “We are in a position to contribute to defense priorities that frankly CIA is not,” a senior Defense Department official said. Agents with military background are also better suited to recruit sources and collect information on narrow issues, like the particulars of China’s newest weapons. The arrangement “amplifies the ability of both CIA and DIA to achieve the best results,” said CIA spokesman Preston Golson. Together with the CIA resources, which have grown substantially since the September 2001 terrorist attacks, the overhaul would create a spy network of unprecedented size. It reflects President Obama’s affinity for espionage and covert operations over conventional warfare, the newspaper says. The new spy slots for the DIA would be created at the expanse of existing positions in the agency. Over the past decade its staff has doubled to about 16,500, mostly by absorbing different intelligence entities. But it has about 500 “case officers” – the term for clandestine operatives – at the moment. This number is to reach between 800 and 1,000 by 2018. Also included in the 1,600 target are military attaches working at the US embassies, who openly gather information from their foreign counterparts. Their roles would not change, but their share will decline as the number of undercover agents grows. The plan faces some challenges, such as the need to create cover identities for hundreds of new spies. The CIA will be involved in the training of new military spies. Currently they account for about one fifth of the classes at CIA’s facility in Virginia, but the number will grow correspondingly. Private contractors are involved in the overhaul too. In September the DIA hired six security firms, including the former Blackwater, to train agents in “hard and soft skills relevant to living and working in hostile and austere environments.” The agency also increasingly hires civilians to fill in its spy ranks. Officials say the changes were made possible due to a rare synchronization of personalities among top official at the Pentagon and CIA. Many of them switched between the two organizations. The project was spearheaded by Under Secretary of Defense for Intelligence Michael G. Vickers, Pentagon’s top civilian defense official, who served at CIA’s elite Special Activities Division in the past. In addition to the civilian counterpart, the DIA will work closely with the Joint Special Operations Command (JSOC), the military’s elite commando force. The command’s operations in Iraq and Afghanistan benefited greatly from DIA’s analyst resources both in the war zones and back home. Retired three-star general Ronald L. Burgess, who served as DIA director and developed key aspects of the reform, served as intelligence chief to JSOC. Washington is pouring money into its spy networks to save face after recent security failures in the Middle East, believes contributing editor at Harper's magazine, Scott Horton. “What we’ve seen over the last decade, really since 9/11, is a very dramatic increase in spending for the military starting with doubling, essentially, of the CIA budget with about half of that going to contractors,” Horton told RT. “This change in plan actually can be read as an admission of sorts and that the intelligence that’s been collected by this massive apparatus has been very very weak, particularly in the critical Middle East and North Africa region and also in Pakistan. In one case, the cost to oil companies to clean up the MTBE in wells belonging to Santa Monica is estimated to exceed $200 million.[16] In another case, the City of New York estimated a $250 million cost for cleanup of a single wellfield in Queens, NY.[17] MTBE is banned in the US states of California and New York, starting January 1, 2004. As of September 2005, twenty-five states had signed legislation banning MTBE. As of fall 2006, hundreds of lawsuits are still pending regarding MTBE contamination of public and private drinking water supplies. The Energy Policy Act of 2005, passed in the U.S. House of Representatives, did not include a provision for shielding MTBE manufacturers from water contamination lawsuits. This provision was first proposed in 2003 and had been thought by some to be a priority of Tom DeLay and Rep. Joe Barton, then chairman of the Energy and Commerce Committee.[19] This bill did include a provision that gives MTBE makers, including some major oil companies, $2 billion in transition assistance as MTBE is phased out over the next nine years.[20] Due to opposition in the Senate,[21] the conference report dropped all MTBE provisions. Until now, kidnapping was painted as a deadly trend spawn out of Haiti’s ghettos, a quick way for thugs to get money off the misery and heartbreak of desperate family members. But this was different. This was Clifford Brandt, the 40-year-old, well-heeled son of a prominent businessman who would eventually confess to his role in the abduction of the adult son and daughter of a business rival. For the past few weeks, the “Brandt affair” has been on the tongues of everyone, from the bourgeoisie to the poor masses in and out of Haiti. It has become the country’s latest flashpoint, igniting anger and drawing a crowd of thousands Monday in the coastal village of Jacmel in Southeast Haiti after a man was killed trying to save his 3-year old nephew snatched by kidnappers in the middle of the night from his mother’s bed. This was the second time in weeks the Jacmel population rose up against kidnappers. “Haitians can take a lot of things, even an assassination,” said Reginald Delva, Secretary of State for Public Security. “But kidnappings remind us of slavery, and people can’t handle that.” Still, victims or families rarely discuss their kidnapping publicly, for fear of being targeted again, on even killed. The crime remains shrouded in secrecy. Observers say the high-profile Brandt arrest provides a glimmer of hope that the struggling Haiti National Police force – after undergoing millions of dollars in training by the international community - finally may be showing signs of strengthening. Investigators used cell phone records between Brandt and other accomplices, including former police officers and an employee of the victims’ father. “One would hope this represents a major step forward for the HNP in terms of its capacity and its ability to enforce the law,” said Mark Schneider, senior vice president for the International Crisis Group, which has published numerous reports on Haiti’s security challenges since kidnapping became more prevalent starting in 2004 – after the ouster of former President Jean-Bertrand Aristide. “Kidnapping in Haiti has traditionally been both a criminal enterprise with political objectives,’’ Schneider said. “And one hopes the arrests reflect a determination to halt that enterprise.” But Brandt’s arrest also illustrates the deep class divisions in this polarized country, where kidnapping has been regarded as a phenomenon of the dark-skinned poor – not a crime of the light-skinned elite. “They are always blaming us for kidnapping, but I’ve always known they were involved all along,” said Junior Pierre, 28, a moto taxi driver, sitting on a sidewalk in the Cite Soleil slum. “But in Haiti there is no justice and money is what talks.” Investigators said Brandt, who ran his family’s Mazda dealership, had been under surveillance for months before Nicolas and Coralie Moscoso were pulled over on Oct. 16 by six armed men impersonating police officers. It wasn’t until the two were being blindfolded did they realize they were being kidnapped. The abductors called banker Robert Moscoso asking for $2.5 million for the return of his children. Seven days later, with Brandt accompanying them, police rescued the Moscosco siblings, who were found blindfolded and handcuffed lying on a filthy mattress in the bathroom of a vacant, two-story mansion. Police said the kidnappers had been renting the home in Pernier, a Petionville suburb. One of Brandt’s lawyers said his arrest was a mistake and his confession had to do with trying to settle a business score with Robert Moscoso, who also owns a car dealership . Police and Haitian officials disagree. “This is a national network that we have dismantled here, and we have a lot of people who we are searching for,” said Godson Orélus, the newly appointed head of the Haiti National Police. “We have cells in other provinces of the country that we are moving to dismantle.” So far, 15 people have been arrested, including five police officers. One ex-cop remains at large. Earlier this month, a high ranking officer under investigation in connection to the case was gunned down after dropping his kids off to school. At the request of the Haitian government, the FBI has become involved in the kidnapping ring. In a 30-page police report obtained by The Miami Herald, Brandt confessed to being the head of a gang, which also dealt in money laundering and illegal arms trafficking. A search of his residence turned up arms, ammunitions and $15,000 in Money Gram receipts sent to someone in the United States. “Asked about the reasons for the money transfer, the suspect …. declared that the group also was involved in illegal trafficking of arms and guns, and they financed the buying of these materials,” the report said. The search turned up what police say was a fake National Palace identification card, listing Brandt as an “Adviser to the President.” It also turned up police clothing including ballistic helmets, black combat boots and Haitian National Police uniforms of pants, jerseys and T-shirts reading “DEA.” The report revealed the involvement of several current and former Haitian police officers, one of whom had already been fired after being implicated in a kidnapping and other criminal activities. According to the report, police found evidence that Brandt also was working on a list of future victims. At one point, there was a discussion about “gunning down” Delva, the secretary of public security, because he had announced the installation of security cameras around Port-au-Prince to thwart kidnappings. Haitian officials have said Brandt’s arrest shows they are serious about ridding Haiti of kidnapping, which has destroyed families, deterred investors and made Haitians abroad scared to visit their own country. But Pierre Esperance, head of the National Human Rights Defense Network, still worries about Haiti’s broken justice system. He’s concerned about local political interference. Haiti’s police “have done a very good job in this investigation,” Esperance said. “But officials have to let justice take its course, and not put pressure on the justice system.’’ Last week, his human rights group blasted Haitian government officials for not acting on the Moscoso siblings’ kidnapping until they were forced to by the U. S. Government. Haitian officials dismiss his criticism, saying strong police work lead them to Brandt. And in this regard, Israel has done nothing to curb the inflow of money into the occupied territories.
