The General was just a GOC the real command and decision making that ran the operation was in NSA office and DSS that I know for a fact from what I have been able to put together.

The GOC just acted as a senior officer once all the members of the different units landed in Oyo, the area of operations is under his command so even if the operation is being coordinated by NSA office and general command the officers would have to operate under the command of a senior forward commander.
