Any LC transaction is done between the banks. The exporter's bank send all original shipping documents to the importer's bank, the bank must endorse all documents before giving to the clearing agent. Without doing this the consignment would not be cleared from the port. If as stipulated from your shitty article, the importer decides to defraud the bank he would have to forge the shipping documents and no shipping company would honour a fake bill of lading. It like paying counterfeit in a bank.
