Rotimi Akeredolu of Ondo State on Friday in Akure flagged off the distribution of 2.9 million long lasting insecticide treated mosquito nets to residents of the state. Akeredolu, who was represented by Dr Jibayo Oyewole, the Special Adviser on Health Matters to the governor, noted that malaria still remained a major public health problem in Nigeria despite preventable measures. He said that malaria constituted a major economic burden in the country because about N148 billion was lost annually in the form of treatment cost and prevention. According to him, statistics have shown that more than 60 per cent of hospital attendance was due to malaria and three out of every 10 admission beds were due to malaria. The governor said that the critical elements needed to achieve positive change in fight against malaria was the change in behavioural and social norms with regards to sleeping inside treated mosquito nets. “The ownership and use of the nets has remained the most cost effective and easily deployed methods for malaria prevention. “Significant reduction in malaria related deaths and disability over the years have been attributed to the massive promotion of the ownership and use of the nets,” he said. The governor said the distribution of the nets was to ensure universal coverage of the populace in the state. Similarly, the governor’s wife, Mrs Betty Ayanwu-Akeredolu, said malaria infection still posed a great threat to health and socio-economic wellbeing of many Nigerians. Ayanwu-Akeredolu stressed the need for concerted efforts to fight malaria. The governor’s wife, who was honoured as net ambassador in the state by the Catholic Relief Service (CRS), encouraged the people to use the nets correctly so that there would be effectiveness of the campaign. She said nobody should sell the nets because some organisations and government paid for them. “These nets do not come free, but a lot of funds have gone into it; therefore let us use the nets for what they are meant for and not for fishing but sleeping inside them after hanging for 24 hours. “I have committed myself for Ondo State that is free of malaria and if we all make concerted efforts, we will create the Ondo State we deserve and history will not forget us,” she said. Mrs Rebecca Bassey, the representative of Catholic Relief Services, said that over 16.5 million nets were being distributed in six states in Nigeria, Ondo State being one of them. Bassey noted that the state had demonstrated itself to be a dependable and reliable partner, considering its show of love for giving safe and conducive environment for the campaign. She added that the exercise would no doubt contribute immensely to collective efforts towards eliminating malaria from the state and Nigeria in general. “National Malaria Elimination Programme ( NMEP) of the Federal Ministry of Health and CRS with funding from Global Fund are distributing over 16.5million nets in six states in Nigeria including Ondo State,” she said. Despite two recent Executive Orders signed by Vice President Yemi Osinbajo, to improve the Ease of Doing Business in the country, more multinational corporations have continued to move fresh investments to other economies considered safer than Nigeria. The latest move came from Coca Cola, a leading non alcoholic beverage bottler, which would be investing almost $90 million in Kenya, as part of its Africa expansion drive. The company said the investment is to span over three years through 2018 and aims to increase its product range in the region. In a statement on Tuesday in Nairobi, the company said the wider range of soft drinks in the country would begin in 2018, although it failed to give details of the range of products. Coca-Cola, which is the leader in the Kenyan soda market with brands like Coke and Fanta, said it had invested a total of $17 billion in Africa since 2014, an amount that doubled what was invested in the continent a decade before. The group, however, faces growing competition in Kenya from other soft drinks producers like SABmiller and PepsiCo. Regrettably, the promise of Africa’s biggest economy has turned to peril with companies drawn to Nigeria by the prospect of a population bigger than Germany and Turkey’s combined are retreating; and foreign investors are pulling their money out. “Our clients, Fortune 500 and other multinationals are all quite concerned by the state Nigeria finds itself in,” said Alexa Lion, a senior analyst at Washington-based Frontier Strategy Group, which advises companies looking at developing nations. “Sentiment has worsened. There’s a lot of anxiety.” Recall that after four years of trying to gain traction, Truworths International Ltd., a South African clothing retailer, gave up in 2016. You can’t have a clothes shop with no clothes. With all the other things, it just wasn’t worth it. President Muhammadu Buhari has arrived Ankara, the Turkish capital ahead of the D-8 summit taking place in Istanbul friday. The president, according to a tweet by the presidency in Nigeria on its twitter handle, @NGRPresident, said Buhari who left the country about noon yesterday arrived Esenboga International Airport, Ankara along with his wife, son and daughter. The Governor of Anambra State, Chief Willie Obiano has revealed that contrary to the sanctimonious posturing of his predecessor, former governor Peter Obi, the state was saddled with a huge domestic debt of N127bn when Obi left office in March 2014. Speaking in the Governor’s Lodge, Amawbia on Tuesday, Governor Obiano explained that his silence over the monstrous debt his predecessor sought to tie his hands with had been mainly because he did not want to allow his regime to be distracted at inception so that he would concentrate on the delivering his promise of good governance to Ndi Anambra. According to him, the N127bn debt came mostly from the 101 road contracts that the former governor hurriedly awarded at the dying minutes of his regime without making any provision whatsoever for them in order to wrong-foot his administration from the very first day. Governor Obiano further listed other disingenuous designs by his successor to make sure that his regime never really took off as the last minute employment of 6000 workers without provision for their welfare as well as the various hotels and independent power projects which he had no plans to complete. He however revealed that he has quietly completed 51 out of the 101 roads that Obi saddled him with and assured Ndi Anambra that the remaining 50 would soon be completed too. Governor Obiano’s revelation came on the heels of the growing inconsistencies in the figures being thrown up by former governor Obi which have left many discerning observers wondering just how much the former governor actually left behind. They point at Obi’s sudden volte-face from his earlier declaration that he handed N75bn cash to his successor to declare at the flag off of the PDP campaign in Onitsha yesterday that the actual amount he left when he handed over was N48,626bn. While delivering an address that has been mostly castigated by political analysts as suicidal, former governor Obi was caught on camera saying “when I was leaving this place, we left in savings N26bn. We set aside for important projects, N23,629bn. If you put the two together, it will come to N48, 626bn.” The former governor’s contradictory accounts of the exact amount he bequeathed his successor leaves huge gaps in the emerging narrative of dubious accountability and an even more doubtful integrity. This becomes more so in the light of the revelation that in former governor Obi’s so called N75bn handover are embedded all manner of moribund and toxic assets which the former governor cleverly reported as profitable investments in the handover note. For instance, Obi’s reportage of the 16.5% equity stake in Emenite, a fibre cement roof and ceiling manufacturing company set up by the Premier of the old Eastern Region, Dr M.I. Okpara which was shared between the five states that made up the old Eastern Region as part of the trumpeted investments he had handed over to Obiano is nothing but pure fraud. Observers also complained that it speaks volumes about Obi’s vaunted integrity to realize that the former governor also reported that he had invested the sum of N3.5bn in Interfact Beverages Limited when in reality what he invested was N1.4bn only. This followed Governor Obiano’s announcement that his administration would soon revise the discrepancy to reflect the actual equity stake of the state in the company. Other dead bodies buried in Obi’s handover note include the N9bn involuntary investment in the Nigerian Independent Power Project, conceived in 2004 by the Obasanjo regime which the Federation Account was charged to fund on behalf of the 36 states of the federation. One wonders how this investment could have found its way into Obi’s phantom savings that he handed over to Obiano in cash. Barely 24 hours after the army announced the end of its “Operation Python Dance 2 (Egwu Eke Abuo)” and withdrawal of its personnel from the South East, military authorities said they would commence deradicalisation programme for members of the recently proscribed Indigenous People of Biafra (IPOB) to discourage secessionist narratives. Director, Nigerian Army Civil-Military Affairs, Brigadier Gen. Solomon Kumapaye, who disclosed this in Abuja, yesterday, during a visit to the Director General of National Orientation Agency (NOA), Dr. Garba Abari, said the deradicalisation and counter-narrative initiative of the Nigerian Army is yielding much result in the North-East. He said many repentant insurgents had surrendered for deradicalisation and re-integration into society. While soliciting for NOA’s active involvement in the planned programme, Brig. Gen. Kumapaye explained that the directorate was created to drive the non-kinetic aspects of warfare and ensure the rights of civilians are respected in military operations. To actualise the foregoing, he said the army has secured the toll-free Short Code: 193 with which the public can now reach it, using any mobile network. He promised prompt response on any issue, from complaints on the conduct of its personnel to emergency concerns. In his remarks, the NOA’s DG assured that his agency will collaborate actively with the army to de-radicalise repentant insurgents in the North East and implement counter-narratives to discourage insurgency. He said the NOA would provide the sensitisation and counter-narrative materials, especially in Borno and Gombe, through Operation Lafiya Dole and Safe Corridor of the army. Abari, however, called for a two-pronged approach to deradicalisation and emphasised inputs from both the armed forces and the traditional and religious leaders as well. The immediate future of Nigeria's ruling All Progressives Party is bleak, the leader of the leading opposition party in the country said on Sunday. "We have said it before and we stand behind what we said earlier. The APC is an alliance of strange bedfellows," said Ahmed Makarfi, the national chairman of the People's Democratic Party. "We don't see it lasting as a political party." The APC was formed in 2013 after the then opposition parties Action Congress of Nigeria, Congress for Progressive Change, the All Nigerian People's Party and few other smaller parties formed the so-called mega-party. A few governors who were members of the then ruling party, the People's Democratic Party, defected to the APC and were joined by more people from the different parties, significantly from PDP, who were displeased with the government of Goodluck Jonathan. Muhammadu Buhari, the APC presidential candidate in the 2015 general election, riding on the wings of his promises to defeat Boko Haram insurgents ravaging Nigeria's northeast and stamp out endemic corruption and growing disenchantment with the government of the day, was voted into power, bringing PDP's reign from 1999 to an end. The party is currently ruling in the majority of Nigerian states and constitutes the majority in the Nigerian Senate and the House of Representatives. But Makarfi, who has been a member of the PDP since its formation, insisted the APC was hurriedly formed and would soon fall apart. He said the PDP was ready to depose the APC in 2019, noting that his party had put its "teething problems" behind it. The ruling party, he said, had become unpopular with Nigerians. "We are more than ready. The Nigerian High Commissioner to Ghana, Ambassador Olufemi Michael Abikoye, has called on relevant authorities to help halt the increasing number of young Nigerians engaging in prostitution in Ghana. Abikoye revealed this during a meeting with the Nigerian community at the Ceeta-Kel Hotel in Kumasi. The High Commissioner called for collaboration with the High Commission to halt illegal activities of some Nigerians. He disclosed that he has also met with no fewer than 500 Nigerian girls who were trafficked to Ghana as commercial sex workers in Kumasi. Abikoye, however, pleaded with the Ghana authorities to secure decent jobs for them. The High Commissioner, who was almost in tears, lamented that the girls who engage in prostitution were denting the image of Nigeria. Imo State Governor, Rochas Okorocha yesterday disclosed that South African President, Jacob Zuma, will from today pay a two-day visit to the state.Briefing journalists at Government House, Owerri, the state capital, Okorocha said Zuma, among other official engagements, would sign a Memorandum of Understanding (MoU) between Rochas Okorocha Foundation and Zuma Foundation. Also, the visitor would be expected to assess the planned over 20,000 hectare, Egbema Industrial Park estimated to cost over N2 billion and the Sam Mbakwe International Cargo Airport. He said the pact would enable the duo work in partnership to move the interests of the humanitarian bodies together.“The South African President, Jacob Zuma will pay a two-day visit to Imo on Friday. Oyo State Governor Abiola Ajimobi has told the state High Court, sitting in Ibadan, that the Olubadan of Ibadan, Oba Saliu Adetunji, has no locus standi to challenge the review of Olubadan declaration done by his government. The governor and 23 others had been dragged to the court by the monarch over the review of the declaration and installation of 21 new Obas in the town by the governor. At the commencement of the case yesterday, Oba Adetunji, through his counsel, Alhaji Niyi Ajewole, said although the case was slated for mention, but he received a notice of preliminary objection from the counsel to the 13 Baales (12th to 24th defendants), Mr. Kunke Sobaloju. Justice Olajumoke Aiki, therefore, fixed November 6, 2017 for hearing of the preliminary objections raised by the governor and others. Besides, the case of preliminary objection and other matters filed by the Osi Olubadan, who is a former governor of the state, Chief Rashidi Ladoja, against Ajimobi and the Chairman of the Judicial Commission of Inquiry that reviewed the 1957 Olubadan Chieftaincy Declaration, Justice Akintunde Boade (rtd), also came up before Justice Aiki. The suit was also adjourned to November 6, this year, following three applications filed by counsel to Ajimobi, Kunle Eleja (SAN) and counsel to Boade, Olubunmi Ogunniran, before the court. Counsel to the claimant, Michael Lana, argued vehemently that the applications were nothing but delay tactics being employed by the defendants’ counsel to unnecessarily prolong the matter. The defendants’ counsel said they were interested in the speedy hearing of the case, claiming that they have responded to the processes in the substantive case. In another development, Oba Adetunji has said he has not committed any crime to warrant the alleged purported plan by Oyo State governor to depose him. The monarch, while reacting to the governor’s comment in the Presidential Villa, Abuja, that “the monarch erred but he would not depose him because Olubadan is his father,” said he took exception to the governor’s comment and asked him to make public his offences that warranted plan to depose him. Oba Adetunji said nothing could be more embarrassing for him than his palace to be attacked by suspected gunmen during installation of some mogajis and baales and yet the assailants have not been arrested and made to face the full wrath of the law. The monarch, who spoke through his spokesperson, Mr. Adeola Oloko, said: “Kabiyesi wanted the governor to tell the whole world his crime that justified anysurreptitious move to depose him. The INEC State Resident Electoral Commissioner, Dr Nkwachukwu Orji has assured that the Commission has received all the materials needed for the coming Governorship election in the state including card reader machines. Dr. Orji disclosed this after INEC Inter Agency Consultative Committee Meeting on Election Security, at the INEC state Headquarters, Awka. Dr. Orji explained that the meeting is a follow up to a previous meeting they had in September to take stock of what they are doing in preparation for the election as it concerns INEC and security agencies. He said that the committee had fruitful deliberation on various issues including recruitment and deployment among others, adding that they would be meeting more regularly as election approaches ,assuring the public that INEC is ready for the election as according to him, the card readers are already tested and in their custody. Dr. Orji enjoined eligible voters yet to collect their permanent voters cards to go to INEC offices to check and collect them. The Federal Ministry of Finance has said the Voluntary Assets and Income Declaration Scheme (VAIDS) has commenced the collection of data on the income and assets of high net-worth individuals and companies in the country. In a statement issued on Tuesday, it further said this is the first step in collecting intelligence that would ensure that corporate entities and individuals who may refuse to take advantage of VAIDS. Data have already been mined from the Nigerian Customs Service and the Asset Management Corporation of Nigeria (AMCON) for all payments and receipts over N100 million between 2010 and 2015 — and personal bank accounts would be in the next round of data mining. Data, according to The Cable would also be collated from the Federal Inland Revenue Service, state lands departments, Corporate Affairs Commission (CAC), Securities and Exchange Commission (SEC), National Identity Management Commission (NIMC), land registries, treasury bills and Nigerian Inter-Bank Settlement System (NIBSS), Integrated Payroll and Personnel Information System (IPPIS), Nigerian Civil Aviation Authority (NCAA) and payment platforms such as Remitta. “The data being collected is on individual and corporate liquid as well as fixed assets and income over the last five years both within and outside Nigeria. Data collected will be profiled against tax payments made by such individuals and corporate entities,” it said. VAIDS is an initiative of the ministry of finance that provides a time-specific opportunity for taxpayers with tax liabilities to regularise their tax status by truthfully declaring previously undisclosed assets and income. Taxpayers who take advantage of the window avoid penalties and interest on taxes owed, tax audits and prosecution for tax offences. About 21,780 out of 33,000 teachers have failed the primary four examination administered to test their competence by the Kaduna State government. Owing to the mass failure, the state is now shopping for 25,000 new teachers as one of the plans to restore quality to education. Governor Nasir el-Rufai of Kaduna State unveiled the planned recruitment when he received a World Bank delegation in Kaduna on Monday, reported the News Agency of Nigeria (NAN). “We tested our 33,000 primary school teachers, we gave them primary four examinations and required they must get at least 75 per cent but I am sad to announce that 66 per cent of them failed to get the requirements. “The hiring of teachers in the past was politicised and we intend to change that by bringing in young and qualified primary school teachers to restore the dignity of education in the state,” the governor said. He stressed that teachers would be redeployed across the state to balance the teacher-pupil ratio. “We have a challenge with the teacher-pupil ratio in the urban schools; there is a concentration of teachers that are not needed. “In some local government areas, it’s a teacher-pupil ratio of 1-9 while in some places it’s 1-100,” he said. The governor said in a bid to improve the education sector, the school directors decided to enrol their children in public schools starting from this academic session. The World Bank representative, Dr. Kunle Adekola, expressed appreciation to the state for investing in education and for the priority given to the girl child. “This state has demonstrated and supported us to achieve our goals,” he said. Adekola said the World Bank would invest N30 million in Rigasa Primary School, which has a population of about 22,000 pupils, as part of its support for the state. The Delta House of Assembly on Tuesday approved the request of N1.9 billion for the completion of Asaba township stadium brought to it by Gov. Ifeanyi Okowa. The request of the governor was contained in a letter read during the plenary of the Assembly in Asaba by the Speaker of the House, Chief Sheriff Oborevwori.Okowa said that in spite of the huge investment on the ongoing Asaba township project which was inherited from his predecessors, the project was yet to be completed.He said that his administration was determined to complete the project, adding that the project, when completed would boost sports activities in the state. The governor said that the contract was awarded at the cost of N1.9 billion with a completion period of four months ending in December 2017, based on the contractor’s finance arrangement. Okowa said that the state government would make payment to the contractor for a period of 18 months through an Irrevocable Standing Payment Order (ISPO). According to Okowa, the State Executive Council at its 10th meeting which was held on June 20 and June 21 had approved the funding approach and issuance of the Irrevocable Standing Payment Order ISPO subject to the ratification of the State House of Assembly. Okowa therefore solicited for the support of the assembly for speedy completion of the project. Consequently, the Majority Leader of the Assembly, Mr Tim Owhefere, who moved a motion for the House to receive the letter for further consideration said the letter was of necessity as it would further promote sports development in the state. He said that the state government was looking at alternative ways of funding projects in spite of paucity of funds which should be encouraged. As the Ekiti State Commissioner for Finance, Mr. Toyin Ojo and Accountant General, Mrs. Yemisi Owolabi, who were arrested by the Economic and Financial Crimes Commission (EFCC) are still languishing in detention, the State Executive Council, has told the agency to grant the suspects unconditional release or charge them to court. The council at a press conference in Ado Ekiti yesterday, said the detention of the two officials was a flagrant abuse of power” and “a witch-hunt by ‘pseudo democrats’ in Abuja to diabolically incapacitate the state government.” The state Commissioner for Information, Mr. Lanre Ogunsuyi, who addressed journalists, said the executive council after its fifth emergency meeting, said the arrest was “an aberration. UNIVERSITIES CHARGING ABOVE N2,000 FOR POST-UTME MUST REFUND EXCESS TO STUDENTS, SAYS JAMB The Joint Admissions and Matriculation Board (JAMB) yesterday said universities that charged more than N2,000 from applicants for its post-Unified Tertiary Matriculation Examination (UTME) examination would be made to refund the excess payment. JAMB’s Head of Public Relations, Fabian Benjamin, made these known in an interview with the News Agency of Nigeria (NAN) in Abuja. He decried message on the social media that the Minister of Education, Adamu Adamu, had directed the refund of post UTME fee, describing the information as false and could create confusion in the public domain. Benjamin urged the public to disregard the information, saying that institutions that had charged more than N2,000 would be asked to make refund of the excess. He described as unfortunate a situation where some institutions could not adhere to the minister’ directive about the payment of post-UTME. The examination board said it would partner the Ministry of Foreign Affairs to conduct public examination through Computer Based Test, CBT, for Nigerians abroad. Benjamin said the collaboration was to enhance the conduct of UTME for foreign candidates in 2018. He said 2017 UTME was conducted for foreign candidates on September 30 in Gambia, Saudi Arabia, United Kingdom, Ghana, Ivory Coast, Benin Republic, Ethiopia, South Africa and Cameroun. According to him, although the conduct of the examination was not justifiable, in terms of monetary value, there is need for JAMB to collaborate, to promote growth in the education sector. “We are already promoting CBT in line with international best practices; we have taken it to some countries in Africa, we need to do more to encourage the practice. “We have even gone ahead to see how we can put some countries on the global map by conducting our public examination there through CBT. “What we want to do is to partner with the ministry to be able to key into the global technology revolution as part of our foreign policy. “We must be able to maximise profit, especially from West African countries that we are offering assistance, through scholarship, to school in Nigeria. “We cannot achieve much by looking at things from naira and kobo, but through diplomatic relations there will be adequate room to gain through conduct of examination abroad,” he said. Three electricity generation companies (Gencos) built by the Niger Delta Power Holding Company (NDPHC) under the National Integrated Power Projects (NIPPs) would soon be sold to private investors in continuation of the 2013 NIPP privatisation that was suspended, the Managing Director of NDPHC, Mr. Chiedu Ugbo, has disclosed. The plants, which Ugbo said the resumption of their privatisation has been approved by the government, include the 634 megawatts (MW) Calabar, 1,076MW combined cycle Alaoji, and 506MW Geregu. He noted that the challenges that stalled their sales had largely been cleared and were now ready to be privatised. Speaking in an interview at the weekend in Abuja, Ugbo explained that the government approved their privatisation because the transmission and gas supply troubles they had, had been resolved and that the market risks in the sector were being addressed. He also noted that preferred bidders for the plants were still very interested in them as against thoughts that they might have lost interests. Ugbo said: “This privatisation process started in 2012 and moved to 2013 with the emergence of the preferred bidders. At that time it was a mix of market issues and internal issues that had to do with gas supply, completion of the power plants and evacuation. “Alaoji and Calabar had no evacuation facilities, the plants on the west side of Delta, from Sapele, Benin had gas supply problems. Shortly before I came in, the company got approval that once we finish resolving the issue of a particular plant we should go ahead and sell the plant. “So, we were able to rush and finish the Ikot-Ekpene switching station and the transmission line to Calabar and the transmission line to Alaoji, as both of them come to Ikot-Ekpene where the power is sent to Ugwuaji and from there to the rest of the grid. “So, that resolved the transmission challenge for Calabar and Alaoji. Total has finished the dedicated pipeline to Alaoji power plant and they have started supplying gas to the plant. Alaoji and Calabar both have gas evacuation facilities. We got approval for Calabar to be privatised, Alaoji was not included because it was under litigation. But the issue has been handled and Alaoji is back,” he explained. According to him: “In Omotosho, gas was the only challenge and we are working on that. For Geregu, we are discussing with GACN and NPDC to finalise the gas supply agreement for that plant. So, in essence, we’ve finished what is our responsibility for the three and we are ready to go.” On the market risks, Ugbo explained: “In 2014, the market was not bankable. It was difficult for bidders, as any lender coming to do due diligence on Nigerian market would just see what we were getting. That you would supply 100 per cent and get about 25 per cent. They (lenders) were saying that the market couldn’t guarantee their monies coming back. “But we are still on the privatisation process because the preferred bidders are still interested as much as they were in 2013. We still have them and we are working with them as we try to close these three transactions,” he confirmed. He noted that the NDPHC was also working with the Bureau of Public Enterprises (BPE) and National Council on Privatisation (NCP) to conclude the privatisation process, adding: “We are just waiting for certain approvals now if the options we are proposing are accepted.” Insisting that the plants were still wanted by the investors, Ugbo said: “It is just to clear the market risks around the plants so that the lenders can provide the funds to the investors. The business must make sense before the lenders will put their money there.” He also disclosed that the NIPP plants that are in operation were selling power to the national grid at a discounted rate, in addition to them not allowed to claim capacity payments. Ugbo explained: “Our tariff is somewhere around N18 while the rest of the generation plants are about N23 per kilowatt hour. A group, the Niger Delta Indigenous Movement for Radical Change (NDIMRC), has warned against attempt to frustrate the Minister of State for Petroleum, Dr. Ibe Kachikwu.It also called for probe of the alleged scandal in Nigerian National Petroleum Corporation (NNPC) and suspension of its Group Managing Director (GMD), Dr. Maikanti Baru. In a statement signed by its President, Nelly Emma; Secretary, John Sailor and Public Relations Officer (PRO), Stanley Mukoro, the group said that the minister deserved to be treated fairly and accorded due respect. It said: “We have been watching the activities of the GMD of the NNPC, Dr. Baru, since he came on board and we are not impressed with the way he is treating the Minister of State for Petroleum and people from the Niger Delta region working in the NNPC. “We have seen that the GMD of NNPC is bent on destroying the solid foundation laid by the Minister of State for Petroleum and determined to frustrate the minister, but we are not going to take this likely because the oil Dr. Baru is presiding over belongs to the people of the Niger Delta region and not the North. “The Minister of State for Petroleum, Dr. Emmanuel Ibe Kachikwu, must be allowed to take charge of the board of NNPC. In another development, the Action Democratic Party (ADP) has said that President Muhammadu Buhari lacks the wherewithal to oversee the oil industry owing to the controversy surrounding the award of $26 billion contract in the NNPC. It, therefore, demanded the immediate resignation of Buhari as the Minister of Petroleum. National Secretary of the party, Dr. James Okoroma, who addressed reporters in Abuja, also asked Kachikwu to resign his appointment since it has become apparent that he has “become a stranger in President Buhari’s cabinet.” Also, the party called for the immediate suspension of Baru to enable investigation into alleged impropriety in the award of the contract. Besides, the Director-General of Voice of Nigeria (VON), Mr. Osita Okechukwu, has said that he was confident that the NNPC feud would effectively be addressed by Buhari. Okechukwu, who spoke against the backdrop of the feud between the Minister of State for Petroleum Resources and the Group Managing Director of the NNPC, said: “I am not the spokesman of the President. President Buhari will do the needful and will not allow anyone to dent his image or tarnish his integrity quotient. If the allegations are valid, this is his political capital upon which we followed him, upon which Nigerians voted for him and upon which the international community endorsed him.” However, youths, under the aegis of Arewa Youth Forum (AYF), have called for cabinet reshuffling. The Presidency is set to commercialise the State House Medical Centre (SHMC) to enable it provide qualitative and efficient services to the public. This came amid mounting allegation of misappropriation and withholding of funds meant for medical supplies in the Centre. The facility currently offers free medical services to patients. The Permanent Secretary, State House, Mr. Jalal Arabi, who gave the indication yesterday, said the decision of the management to seek the commercialisation of the Centre, among others, is to boost its revenue and augment the appropriation it receives from the government in the quest for qualitative service delivery. In a statement signed by Deputy Director of Information, Attah Esa, Arabi said: ‘’The Centre is the only health centre in Abuja where patients are not required to pay any dime before consultation. Arabi said the proposed reforms would ensure that those eligible to use the Centre are NHIS-compliant with their Health Maintenance Organisations (HMOs) or primary health providers domiciled in the clinic. The Governor of Lagos State, Mr. Akinwunmi Ambode, on Wednesday inaugurated the state’s DNA Forensic Centre, first of its kind in the West African sub-region, Punch reports. Unveiling the DNA laboratory, located on Odunlami Street, Lagos Island, the governor said it would not only help in the resolution of crimes but would also be useful in clearing controversies relating to paternity. Ambode described the laboratory as a significant milestone in his administration’s quest to strengthen the justice system in Lagos and to make the state safe both for the residents and investors. According to him, the initiative had brought Lagos State at par with other advanced societies around the globe where technology was being exploited to make life easier for the people. Ambode said, “From the domestic front to our places of work, from the way we learn, to doing business, the use of technology has become a way of life. You will, therefore, understand why our administration had no hesitation in approving this project which serves, amongst other things, as an effective method of bringing perpetrators of crime to book and ensuring quick dispensation of justice.” The governor noted that the DNA Forensic Centre had been adequately equipped to provide services such as“serological screening of blood and semen; DNA analysis of bone, teeth and hair; maternal and paternal relationship DNA analysis; expert witness and case handling services; paternal and maternal ancestry DNA analysis; cold case file review and mass disaster human identification.”These service, he said, would come in handy to the police, prosecutors, defense counsel and private citizens. The governor gave the assurance that his administration would not rest on its oars but would immediately move to the second stage of the project, by creating additional capacity in the areas of “toxicology; trace evidence and controlled substance analysis; fingerprint and latent prints; firearms, ballistics and tool marks; digital forensics; and questioned documents examination.” The Consul General of the United States Embassy in Lagos, Mr. John Bray, congratulated Ambode and the people of Lagos State for the successful completion of “the first DNA Forensic Centre not only in Nigeria but in West Africa,” saying that the development would enhance justice and progress. In his welcome address, the Lagos State Attorney General and Commissioner for Justice, Mr. Adeniji Kazeem, said the centre would assist the state to have a reliable DNA database that would enable investigators and law enforcement agencies to identify crime patterns and suspects, and also help to exonerate or convict suspects. On his own part, the Chief of Defence Staff, Maj. Gen. Abayomi Olonishakin, who was represented by Rear Admiral Lawal Modu Adams, said the centre was a significant milestone in the country’s fight against all forms of crime including terrorism. The Governor of Ekiti State, Ayodele Fayose, has officially declared his intention to contest the 2019 presidential election. The Governor made this known on Tuesday in a letter addressed to the Peoples Democratic Party (PDP) to inform it of his intention. Recall that Fayose, in July, unofficially displayed his presidential campaign on social media, after boasting that he would wrestle power from President Muhammadu Buhari. In the declaration, he had said: “I have a penchant for taking powers; that one in Buhari’s hand, I will take it. I’m going straight to that villa. Nigerian Hip-hop twins, Peter and Paul Okoye of the popular PSquare group, appear to be splitting up, finally. Peter, on Monday, gave credence to the purported tales of separation of the musical group. In a letter written to their lawyer, Festus Keyamo, Peter is seeking to dissociate himself from the group, citing threat to life, disregard for his family and failure to honour past agreements as some of the reasons he cannot continue with the musical group. He said although the decision to quit was a tough one, Peter noted that he has tried and exhausted all options to work things out, but that Paul is not willing to cooperate. “For example, he cancelled our U.S. tour without discussing it with me. Unknown to me, he cancelled each show as we were being booked. He has also been accusing and threatening my wife and family of unimaginable lies via social media outlets. Me and my wife have been getting different threatening messages. I fear for my life and the life of my family. I cannot continue with PSquare in conditions like this that will jeopardize my wellbeing,” he stated. He also recalls an incident where the group’s manager and their elder brother Jude threatened to kill him and shoot his wife in the presence of Paul and Mrs Imoke (former First Lady of Cross River State). “He repeated it several times in front of you and other individuals. Last year at your office, he threatened me to come with my coffin whenever he sees me around his house. He stood up and hit me in front of you and the other lawyers. I have documented video of when this moment occurred and I have played it for you. One thing for sure, we are family first before PSquare,” he said. Peter recalls how last year, they put aside their differences to appease the fans, even though there were still unresolved issues on ground and the other parties failed to honour their own end of the deal. “I wish Jude and Paul the best in their careers. Senate President, Abubakar Bukola Saraki, Tuesday rearranged some standing committees of the Senate. Saraki who announced the committee alterations on the floor of the upper chamber, named Senator Andy Uba, as chairman, Senate committee on Interior. Senator Uba (Anambra South) was formerly chairman, Senate committee on Public Accounts before he defected from the People’s Democratic Party (PDP) to the All Progressives Congress (APC). The Public Accounts committee is statutorily meant to be chaired by the opposition party. Saraki also named Senator Mathew Urhoghide, (Edo South) to replace Uba as chairman, Senate Committee on Public Accounts. The outspoken Senator Urhoghide was before the new appointment chairman, Senate committee on Culture and Tourism. Other appointments included Senator Sabo Mohammed, chairman, Senate Committee on Trade and Investment with Senator Mohammed Sani Mustapha as Vice Chairman; Senator Raji Rasaki, Chairman, Senate Committee on Culture and Tourism, Senator Solomon Adeola, Chairman, Senate Committee on Local Content with Senator Godswill Akpabio as Vice Chairman. The Federal Government is committed to making fundamental changes that would facilitate rapid provision of infrastructure development, which has remained a huge challenge to the country’s economic growth. This is even as the Infrastructure Concession Regulatory Commission (ICRC) says it is targeting about N3.2 trillion to scale up infrastructure development in the country with yesterday’s launch of the Public Private Partnership (PPP) disclosure web portal for transparency and accountability at the Banquet Hall of the Presidential Villa, Abuja. It is similarly requesting the Federal government to increase its yearly allocations to enable the commission give the best to Nigerians. Vice President Yemi Osinbajo who spoke at the event, which also attracted stakeholders in the sector, said the current administration would specifically explore and implement schemes, especially PPP that will help to achieve the desired level of infrastructure in the country. Osinbajo said the PPP disclosure initiative designed to enhance transparency and accountability, was coming at a time that government was poised to attract private investment and expertise as well as boost the country’s infrastructure development. “This initiative is not only relevant but timely. I am totally in agreement with the global trend that PPP is the way to go since the government cannot do it alone. Given the huge capital layout required to address the massive infrastructure deficit in our country, the private sector is expected to play a critical role in providing basic infrastructure in collaboration with the Government under PPP arrangements. I do appreciate that the challenges are daunting and enormous but we are resolute in our determination to ensure we reap full benefits of PPPs by creating the needed enabling environment for the schemes to flourish in Nigeria.” The Vice President lamented that several intervention programmes were initiated in the past to bridge the high infrastructure gap in the country without much success due mainly to corruption, mismanagement and outright diversion of resources meant for the provision of critical infrastructure to the citizens. Osinbajo however, noted that a firm PPP arrangement where the private sector provides the finances would have taken care of the process. The Acting Director-General of ICRC, Chidi Izuwah, stated that the commission’s target of N3.2 trillion also fall short of the total funds required to build a robust infrastructural needs that would be a pride for the country in the comity of nations. Anambra State Government has called on the Federal Government to declare State of Emergency on Anambra State erosion Challenge. Governor Willie Obiano made the call while welcoming the team from the Ecological Fund Office, Office of the President, Abuja, who paid him a courtesy visit at the Governor’s Lodge, Amawbia. Governor Obiano expressed worry that the state is shrinking daily, as a result of the numerous active erosion sites numbering over nine hundred and seventy two and urged the team to utilize aerial Map to assist in their documentation, pointing out that it will give an indept view of all the erosion sites in the state. The Governor regretted that the sharing of the Federal Ecological Fund in parts of the country has not been in conformity with the number of erosion sites in the state, appealing to the federal government to work with the documents and recommendations of the inspection team. Earlier, the Commissioner for Environment, Beautification and Ecology, Dr. Romanus Ejikeme, while giving the over view of the inspection tour, said that it is an insight survey of all the ecological and flood sites for the building of documents that will be employed for the release of fund by the federal government. The Commissioner noted that the Ministry, in collaboration with the team from Abuja, has embarked on a week-long activities to ensure that all the erosion sites in the state are covered.
